S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 9/15/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ALCO METALS 1815 NAVY DR, STOCKTON July 13, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> In the hazardous waste area, one black 55 gallon drum containing used oil was missing a hazardous waste label <br /> (IMG 1067). <br /> In the non-ferrous storage building, one black 55 gallon steel drum containing oily absorbent had a hazardous waste <br /> label missing the hazardous property. Per General Manager Tom Park,the drum also had the incorrect <br /> accumulation start date (IMG 1036). <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br /> on-site. The following used metal oil or fuel filter containers were on-site: <br /> -Two used metal oil filters were observed on the ground (IMG 0971) <br /> -One used metal oil filter was attached to scrap metal received (IMG 0980) <br /> -Three used oil filters were observed in a funnel filled with used oil (IMG 1069) <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them inclosed, <br /> rainproof containers. Label the container with the words"drained used oil filters"or"used gasoline filters", <br /> depending on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored <br /> on-site greater than one year. Used filters not stored, handled and disposed of according to this section are <br /> regulated as hazardous waste.
