The Watch Conunander shall insure that all prisoners are treated humanely. T. Monthly lnspevions 1- The Services Division Commander, on a monthly basis, will inspect the Manteca City Jail for conformance with this Cseneral Order. 1 J Use of Furce 1. The use of force within the Manteca City Jail .•rill be in conformance with the Rules and Regulations, General Orders and the Po5cy of the Manteca Police ,Department. 2, Prisoners may be restrained when they present a danger to themselves or to others. The factors to talce into consideration when deciding whether to restrain a prisoner include but are not linxited to, the likelihood of escape, propensity for ,,iolence to self or others, or self-destructive behavior. 3 Prisoners shall not be restrained as punishment for non-cooperation, prior :nolence or prior anti-social beha-vior. 4. When a prisoner is restrained, the restraints shall be applied in a hutmre manner, so as to prevent unnecessary injury or humiliation. V. Citation Release, Release Pursuant to 849 (b)(2) 1. The Booking macer shall release any arrestee who qualifies for release pursuant to Penal Code Sections 849(b) (2) and 853.6, W_ Jail Checks L The Watch Commander will make intermittent checks of the jailfacility .whenever there is an inmate in the jail facility- 2, The checks will occur no less frequently than every two(2) hours whenever there is an inmate in the jail facility. a. These checks will include,but are note limited to, the number and status of the prisoners, status and condition of the cells, proper classification and housing of the prisoners. 3- The Watch Commander will nate the tune of each jail check on the Watch Commander's Daily Log. tP.
