When a prisoner is restrained, the restraints shall <br /> be applied in humane manner, so as to prevent <br /> unnecessary injury or humiliation. <br /> 22 . Citation Release, Release pursuant to 849 (b) ( 2 ) . <br /> 1 . The booking Officer shall release any arrestee who <br /> qualifies for release pursuant to Penal Code <br /> Sections 849 (b) ( 2 ) and 853 . 6 . <br /> 23 . Jail Checks <br /> 1 . The Watch Commander will make intermittent checks of <br /> the jail facility whenever there is an inmate in the <br /> jail facility. <br /> 2 . The checks will occur no less frequently than every <br /> two hours whenever there is an inmate in the jail <br /> facility. <br /> a . These checks will include but are not limited <br /> to, the number and status of the prisoners, <br /> status and condition of the cells, proper <br /> classification and housing of the prisoners . <br /> 3 . The Watch Commander will note the time of each jail <br /> check on the Watch Commander 's daily log . <br /> 24 . Emergency Procedures . <br /> a . Fire Suppression . See General Order # 87-95 . <br /> b . Escape, disturbances, taking of hostages . <br /> 1 . In the event of an escape from the Manteca <br /> City Jail, the Watch Commander will insure <br /> that the Chief of Police, Patrol Commander and <br /> Services Commander are notified . An immediate <br /> search of the area will be conducted . <br /> Detectives will assist in the search for the <br /> escapee . <br /> 2 . If any hostages are taken, the Watch Commander <br /> will take whatever action is necessary to <br /> immediately contain the hostage (s ) and hostage <br /> taker (s ) . <br /> a . The Chief of Police, Patrol Commander, <br /> Services Commander and SERT Team Commander <br /> will be notified . <br /> b . A hostage negotiator will be notified and <br /> requested to respond . <br />
