• v <br /> GENERAL ORDER NO . 089-i64 w <br /> PAGE 6 <br /> between the hours of 2200 and 0600 shall be provided <br /> with: <br /> 1. One serviceable mattress . <br /> 2 . One freshly laundered or dry cleaned blanket . <br /> a. A supply of clean blankets is kept in <br /> booking room cabinets . Dirty blankets <br /> should be placed in the designated <br /> receptacle that is provided . <br /> 18. Facility Sanitation, Safety, and Maintenance . <br /> a . The booking room and jail area shall be cleaned on a <br /> regular basis by the city janitors . <br /> b . The watch commander at the beginning of his shift <br /> will inspect the jail and booking room area for an <br /> acceptable level of cleanliness, repair and safety. <br /> Building Maintenance will be notified of anything <br /> that requires immediate attention. <br /> 19 . Watch Commander Responsibility <br /> a . The Watch Commander will be responsible for the <br /> daily operation of the Manteca City Jail . The Watch <br /> Commander shall insure that all prisoners are <br /> treated humanely. <br /> 20 . Monthly Inspections <br /> a . The Special Services Division Commander, on a <br /> monthly basis, will inspect the Manteca City Jail <br /> for conformance with this General Order . <br /> 21 . Use of Force . <br /> a . The use of force within the Manteca City Jail will <br /> be in conformance with the Rules and Regulations, <br /> General Orders and the Policy of the Manteca Police <br /> Department . <br /> b. Prisoners may be restrained when they present a <br /> danger to themselves or to others . The factors to <br /> take into consideration when deciding whether to <br /> restrain a prisoner include but are not limited to, <br /> the likelihood of escape, propensity for violence <br /> to self or others, or self destructive behavior . <br /> C. Prisoners shall not be restrained as punishment for <br /> non cooperation, prior violence or prior antisocial <br /> behavior . <br />
