• w <br /> GENERAL ORDER NO.O89-164 7 <br /> present a danger to themselves or to <br /> others. The factors to take into <br /> consideration when deciding whether to <br /> restrain a prisoner include but are not <br /> limited to, the likelihood of escape, <br /> propensity for violence to self or others, <br /> or self destructive behavior. <br /> 3 . Prisoners shall not be restrained as <br /> punishment for non-cooperation, prior <br /> violence or prior anti-social behavior. <br /> 4 . When a prisoner is restrained, the <br /> restraints shall be applied in a humane <br /> manner, so as to prevent unnecessary injury <br /> or humiliation. <br /> V. Citation Release, Release Pursuant to 849 (b) (2I <br /> 1. The Booking Officer shall release any <br /> arrestee who qualifies for release pursuant <br /> to Penal Code Sections 849 (b) (2) and 853 .6 . <br /> W. Jail Checks <br /> 1. The Watch Commander will make intermittent <br /> checks of the Jail facility whenever there <br /> is an inmate in the Jail facility. <br /> 2 . The checks will occur no less frequently <br /> than every two(2) hours whenever there is <br /> an inmate in the jail facility. <br /> a. These checks will include, but are not <br /> limited to, the number and status of <br /> the prisoners, status and condition of <br /> the cells, proper classification and <br /> housing of the prisoners . <br /> 3. The Watch Commander will note the time of <br /> each Jail check on the Watch Commander's <br /> Daily Log. <br /> X. Emergency Procedures <br /> 1. Fire Suppression. See General Order #087- <br /> 095 . <br /> 2 . Escape, disturbances, taking of hostages . <br /> a. In the event of an escape from the <br /> Manteca City Jail, the Watch Commander <br /> will insure that the Chief of Police, <br /> Patrol Commander and Services Commander <br /> are notified. An immediate search of <br /> the area will be conducted. Detectives <br /> will assist in the search for the <br /> escapee. <br />
