Manteca Police Department <br /> Policy Manual <br /> Temporary Holding Facility <br /> 900.6.2 NOTIFICATION <br /> (a) Watch Commander <br /> (b) All available sworn personnel <br /> (c) Fire Department <br /> (d) Medical aid <br /> (e) Facility Manager <br /> (f) Facility Administrator <br /> 900.6.3 EMERGENCY EVACUATION <br /> In times of fire, or other emergency or disaster situation, it may become necessary to <br /> evacuate inmates from the THF. When time permits, all prisoners will be restrained, as <br /> deemed necessary by the officer conducting the evacuation. The evacuation will be <br /> conducted in an orderly fashion. <br /> 900.6.4 EVACUATION PROCEDURE <br /> The THF is equipped with a fire alarm and smoke detectors in each cell. There is a sprinkler <br /> in Cell #1 with a water flow alarm that will sound if the sprinkler is activated or smoke is <br /> present. The alarm control panel is in the Communications Center which is staffed 24/7. <br /> This alarm control panel will make an audible sound in the Communications Center if smoke <br /> or fire is detected. In addition to the jail cell keys maintained in the booking area, an <br /> emergency cell key is kept in the Communications Center, mounted on the wall next to <br /> the alarm control panel. <br /> Upon receipt of an alarm, Dispatch shall notify the Watch Commander and dispatch the beat <br /> unit to the jail "Code 3". Dispatch will then check the camera systems to try and determine <br /> if fire or smoke is present. <br /> If fire is present,then prisoners will be evacuated by patrol personnel until the THF can again <br /> be safely occupied. In the case of an emergency of a long duration, evacuated prisoners <br /> will be transported to another facility. If possible, juveniles are to be kept separate from <br /> adult prisoners, and females from male prisoners during the evacuation. <br /> Only after the safety and security of the prisoners is assured will personnel, not detailed to <br /> prisoner security, participate in fire suppression or other emergency activities. <br /> If the water flow alarm is activated as a result of water flowing through the system, and no <br /> threat of fire exists, the water valve should be shut off. The valve is located in the rear of <br /> the police department, inside the door closest to the northeast corner of the police (jail side) <br /> building. Open the door with the common key and shut down the red valve to shut off the <br /> water and associated alarm. <br /> 900.6.5 CITYWIDE OR REGIONAL DISASTERS <br /> In cases of Citywide or regional disasters,the Watch Commander may authorize the release <br /> of prisoners detained for misdemeanors or felonies involving property crimes only.
