The Site address was included on the Hazardous Materials, Hazardous Waste
Generators, Aboveground Storage Tanks, and Complaints databases. Records
related to these listings have been discussed in Section 6.1, above.
Three additional listed facilities were identified within the search radius:
• Gico Management/California Nuggets, 23073 S. Frederick, adjacent to the
west, Site Mitigation, Hazardous Materials, Hazardous Waste Generators,
Underground Storage Tanks, Aboveground Storage Tanks, and
Complaints databases. Live Oak reviewed records on file for this facility at
the San Joaquin County Environmental Health Department. Based on the
records reviewed, it appears that this facility produces nut -based snack
foods. A Hazardous Materials Program Inspection Report from 2019
indicated several recordkeeping violations. A Small Quantity Hazardous
Waste Generator permit from 2014 was on file. The facility received a "no
further action" letter from San Joaquin County Public Health Services in
1990 for the removal of two underground storage tanks, a 10,000 -gallon
leaded gasoline tank and a 6,500 -gallon unleaded gasoline tank. A 2007
Cleanup and Abatement Order was issued by the California Regional
Water Quality Control Board; this document describes how wastewater,
including brine from a water softener, waste acid and base solutions, and
a calcium oxide (lime) solution, from the facility drained to two then -
unlined storage ponds, and from there was land -applied. According to the
Cleanup and Abatement Order, ground water is located approximately
11.5 to 15 feet below ground surface at the facility and flows to the
southwest (away from the subject Site). Four monitoring wells were
installed at the facility; the upgradient well (closest to the subject Site) was
found to contain nitrate at concentrations of 18 to 25 mg/L-N. The facility
was required to comply with Waste Discharge Requirements. A 2013
inspection report by the California Regional Water Quality Control Board
found only minor violations. Based on the records reviewed and the
reported ground -water flow direction to the southwest, away from the
subject Site, no evidence was identified to indicate that this facility has
impacted the subject Site. However, ground -water analysis from the
closest monitoring well suggests that ground water beneath the Site may
contain nitrate in excess of the MCL.
• Raymond Bulthius, 23557 S. Frederick, approximately 170 feet southwest,
Hazardous Materials, Hazardous Waste Generators, and Aboveground
Storage Tanks databases. Live Oak reviewed records on file for this
facility at the San Joaquin County Environmental Health Department. An
Agricultural Hazardous Materials Inventory from 2011 indicated that diesel
fuel was stored at the facility. An Aboveground Petroleum Storage
Program survey from 2009 indicated that 200 gallons of diesel and 55
gallons of waste oil were stored at this facility. Based on the records
LOGE 2232 9
