This was the <br /> placing of a limited amount of cannery waste at the site. <br /> This was done in response to a request from the County <br /> Agricultural Commissioner, and was approved by the Local <br /> Health Department as an emergency measure during the Med-fly <br /> crisis. Again, this was being done to aid the farmers. <br /> 2) The attorney for the Farm Bureau Federation has demanded <br /> access to Forward' s private records. Considering the fact <br /> there is no right to inspect a private company' s private <br /> records, and that there are various public records accessible <br /> to him and that the impartiality of the Farm Bureau is <br /> rather seriously in question, this was refused. He has also <br /> demanded access to the site - this was also refused, for the <br /> same reasons, and for the additional reason that it would be <br /> a violation of the use permit. The general public is not <br /> permitted on the site. <br /> 3) Dreisback, Handbook of Poisoning, Sixth Edition, pages <br /> 164-165. This is equivalent to saying that no one should <br /> drink water, because hydrogen is an explosive, and, after <br /> all, water is made of hydrogen and oxygen. <br /> 4) This letter is typical of misleading calculations, <br /> since no cadmium was accepted. <br /> 5) We have, since preparing this letter, received (on may 4 , <br /> 1982) an additional report from the California Regional Water <br /> Quality Control Board - Central Valley Region, and a further <br /> communication from Mr. Konig and Mr. Baier. These are <br /> reponded to in the appendices to this letter. <br /> 6) The cited provisions of the Health and Safety Code are <br /> in Chapter 6. 5, §§25100 and following. Health & Safety Code <br /> §25148 refers to Class I sites; however, the Hazardous Waste <br /> Facility Permit issued to Forward, Inc. requires the site to <br /> conform to Chapter 6. 5. Your report of March 4, 1982 shows <br /> this chapter as being applicable law. <br />
