e
May 20, 15J2.
Project 116-1 .4
2 _
2. The liners under the solar evaporation ponds were discuss>cd at
our recent meeting and hopefully , any rrevious misundcrstzindings
were clarified.- We agreed to add on : additional foot of li"e°r-
in Pond #5 alone the construction joint suparating Fond f'5 from
Ponds #1 through #4. This corrective work cannot bre complexted
however until we have clenneed evaporazion Fond -`1 and po:;sitly
Pond n2. We estimate this cleaning activity will be c(I-l-,picted
by August 1 , 1952. In the interim period , we request perrr.ission
to resume use of Pond #5 until the clearsing o?eration cd;n be
brought to completion. At that time, Pond #5 will b =. euimw,, d
free of any existing fluids. fine pond bottcom will be dried
and the requested liner idditions will be placed.
3. The transfer of waste placed in Trench ;3 which caused an
112S gas reaction uses discontinued as croon as the p r•ob i em was
noted. We intend to place the dri l l in,; muds fro-lira Ponds ;'1 and #2
In Trench #3; however, this *, ante transfer will not take Place
until the d ri i l i ng muds have been dr i uG. If thn ranaad is raat
accompanied by sub!c tant i a l qui-i at i t i es of water, tlic: I125 gas r"e-
action will not recur. In :adiltion, bQOrc: any a.aste transfer
takes place :re will do the. ra; cessar-y ch;wrri:al .a+aLalysis to establish
that the waste transfer does not invol,,,e irice?i1JtiEale rr'.nterials.
y
74. Sieewall liners in Group 1 disposal trenciae?s , in our opinion,
do not rFaturially protect against I-Itc'raaf Iliclr'itiC;r?. If thy'
trenches are constructed in accordance"' with ti-.c operations
Plan, the only material doti•,fngradient from any of t a ur°c.,up 1
Trenches will be another Group 1 Trench cor-taining 5 imi la:- types
of waste. If liners are to be effective, they should be placed
on the west wall of the final trench constructed in thi•°s series.
We request that you consider these facts and the information
submitted with our operations plan before requiring the use of
sidewall liners in the disposal trenches. We will await your
decision on this issue, prior to completion of Group 1 Trench {4 .
5. As discussed above, recently completed evaporation Pond #5 currently
contains drilling mud waste. We feel that the correction developed
with your staff will resolve the problem with the Pond #5 'liner.
We will make every effort to complete the correction required
in the time interval requested , ho°.ae:ver, it will be necessary to
resume use of Pond #5 until cleaning activity can be completed.
Again, we request your approval to resume use of "und ;.5 sit-ice
the existing liner was placed and compacted to recommended State
specification and permeability values were obtained a full order
of magnitude lower than Class II-I requirements.
6. Freeboard in Ponds #1 , #4 and #5 has bc,en established by placement
of additional compacted fill material . All contairn;,aent embank
ments are in place and the. required Ievej s of freeboard have
been established at the date of this writing.
'Beta CA ssoci ales
v`we✓
