Marshack <br /> SUBJECT: FORWARD, INC. <br /> On 15 December 1982, we met with Bud Eagle of the State Water Resources Control <br /> Board; and Jack McCollough and Greg Basso, regarding soil samples collected <br /> beneath solar evaporation ponds. <br /> We were given a verbal report concerning test results from Forward's investigation <br /> regarding salt penetration of the pond liners. Mr. McCollough and Mr. Basso <br /> agreed to submit their results in writing. Upon receipt of the information, a <br /> full evaluation will be necessary before conclusions can be reached. At this <br /> point, we are not even certain regarding the accuracy of the tests. In our exper- <br /> ience with sediment analyses we have often found that preliminary results do not <br /> make sense and a close review of laboratory procedures or resampling is necessary. <br /> Forward used a hollow stem auger and modified California sampler for collection of � <br /> . their samples. Several soil borings were drilled outside the influence of the , . <br /> solar ponds for background information and beneath the solar pond liner and the <br /> pond levee. As we recall , the samples revealed the following: Background sodium <br /> concentrations varied from 400-500 ppm. In addition, background chloride concen- <br /> trations varied from 60-300 ppm. Chlorides appeared to have much greater down- <br /> ward vertical mobility than sodium. The highest concentration sample results were <br /> at 6 to 10 feet below the top of the pond liner. Maximum chloride concentrations <br /> beneath the pond liners and pond levees were 1111 ppm and 1650_ppm respective y. <br /> Soil moisture contents varied from 3-22 . No free water was found in any borings. <br /> Mr. McCollough indicated that they will take whatever corrective action may be <br /> necessary. However, they need to know what cleanup level is required. He also <br /> requested again information on what level of TDS constitutes a Group 1 waste. <br /> We indicated that an evaluation will be necessary before we can answer these <br /> questions. <br /> Bud Eagle will prepare written ,comments when the information is received from <br /> Forward, Inc.
