OCCIDENTAL WASTE <br /> This waste is generated by Occidental Chemical Corporation in Lathrop, <br /> California. A letter requesting authorization to use Forward, Inc. <br /> Disposal Site was submitted by Occidental to Mr. Ron Van de Pohl, of your <br /> staff, on June 12, 1980. The Occidental letter, authored by Mr. John <br /> Harris, contains a physical and chemical description of the waste <br /> proposed for disposal at the subject facility. Since all details of <br /> waste disposal from the Occidental Chemical Plant have been closely <br /> coordinated with members of your staff and the California Department of <br /> Health Services, we have not reproduced the details pertaining to waste <br /> composition, pH, waste of volume or proposed disposal methods. We have, <br /> however, reviewed their proposal and agreed to perform the pre-disposal <br /> tasks outlined in their communication. <br /> The following is a brief listing of the wastes covered which they propose <br /> to dispose at the Forward, Inc. Disposal Site. <br /> 1. Vanadium pentoxide-spent catalyst <br /> 2. Empty, crushed pesticide containers containing very small volumes <br /> of pesticide residue mixed with soil. <br /> 3. Miscellaneous solid waste from the agricultural chemical <br /> manufacturing section consisting predominantly of ground <br /> sweepings, contaminated with trace quantities of pesticide residue <br /> (pesticide residues and concentrations ranging from 0.1 - 2.0% by <br /> volume). <br /> We have discussed the proposal from Occidental Chemical Corporation with <br /> Mr. Van de Pohl, of your staff, and with Mr. Howard Hatayama of the <br /> California Department of Public Health Services. We agree with the <br /> environmental controls proposed by Occidental Chemical Corporation and <br /> agree to comply with the disposal procedures outlined in their <br /> communication. We would suggest that details pertaining to specific <br /> chemical analysis, waste volumes, waste generation processes and total <br /> volumes be determined in discussions with these individuals from your <br /> staff and from the Department of Health Services. <br />
