MURO <br />5:00 PM Arrived to spill location. Met with Chris Magro, Director of Marina <br />Operations at Stockton Downtown Marina. We walked to the slip where the spill <br />incident occurred. Observed that the dock did not have any oily staining. There <br />was some sheen on the surface of the water around the boat. The hard boom was <br />still in place around the boat to contain and recover remaining sheen. <br />Generated a notice to abate for disposal records for the oily absorbent pads. I <br />gave Chris Magro a Household Hazardous Waste Facility Brochure, hazardous <br />waste labeling information and labels. Per Chris Magro, he requested that the <br />Notice to Abate is sent to his email address: cmagro@smgstockton.com. Chris <br />Magro will forward a copy of the Notice to Abate to the responsible party, Scott <br />Sherman. <br />5:30 PM END <br />02/26/2020 3:24 PM Called Fish and Wildlife Warden Ryan Rodriguez (408) 210-3882. Ryan MURO <br />will not be doing a field response because it was only a small amount of oil and the <br />dock person already cleaned up spill with absorbents and hard boom around the <br />boat. <br />02/27/2020 Generated complaint. <br />02/28/2020 Completed Emergency Response Record with site map and Prop 65 <br />03/23/2020 Received a returned letter today date stamped March 20, 2020 containing the <br />Prop 65. <br />Added titles and phone numbers to narratives. Completed narratives. <br />04/29/2020 Received a call from Linda, assistant to Scott Sherman, the responsible party as <br />determined by complainant, Chris Magro, Director of Marina Operations at <br />Stockton Downtown Marina. She said Scott Sherman received a bill from EHD for <br />an oil spill incident. She was speaking on behalf of Scott Sherman who declared, <br />that was not his boat. That information is incorrect. I told her I will look into it. I <br />asked her to provide her phone number and email address. She would not <br />provide either. I asked if I could call her at the number she was calling from. She <br />said, it was probably Scott's phone number. Rather, she said, to mail any <br />information to the mailing address we have for Scott Sherman in our records. <br />05/05/2020 Sent an email to Chris Magro, Director of Marina Operations, <br />cmagro@asmstockton.com, to inform him that the person he named as <br />responsible party, Scott Sherman, is denying the claim since the boat involved is <br />not his boat. <br />MURO <br />MURO <br />MURO <br />MURO <br />MURO <br />06/04/2020 Scott Sherman's assistant called again to inquire status of complaint. I let her MURO <br />know I will look into it. <br />Discussed with Elena Manzo, lead senior, and she suggested I call Fish and <br />Wildlife to inquire if they have any information on who's boat that was. <br />Called Ryan Rodriguez (F&VV) 408-210-3882 and left message. Ryan returned my <br />call. I explained that I was calling to see if he had the responsible party on file and <br />gave him OES Spill report number 20-1120. He reviewed his narrative and did not <br />have the responsible party information.
