Report #: 5105 Complaint Investigation Summary <br />COMPLAINT ID: CO5ISMEIV Site Location: 0 MANILA RD <br />Activity Summary <br />Activity Date <br />05/25/2021 <br />Recorded by <br />Barry Dagenbach (Ag Commissioner's) stating that he had released 90 empty MURO <br />container's of pesticides to be disposed at Lovelace facility in Manteca. The Ag <br />Commissioner's office assited Sandeep Singh (owner) to formulate a plan to use <br />the remaining continers in future applications as rinsate. They project that it will <br />take an estimated one year to use and go through the remaining containers. <br />Sandeep ia qiling to work with the Ag Commissioner's office to come into <br />compliance. Barry provided a list of containers that he audited today (May 25, <br />2021) at the orchard. <br />Barry's last day at the Ag Commissioner's office will be Thursday, May 27, 2021. <br />05/27/2021 Called Sandeep Singh 510-6488878 to request a copy of the disposal/recycling MURO <br />record from 5-25-2021 for the disposal of 90 pesticide containers. Left message. <br />05/27/2021 Sent update via email to Isabella Bencomo on the current status of Green view MURO <br />Farm. Forwarded the email from Barry Dagenbach (Ag Comissioner's) with the <br />current inventory report. <br />06/30/2021 Received a call from Sandeep Signh while I was out in the field. He wanted to <br />inquire about the status of the complaint. I let him know the waterboard was in <br />review of the complaint for determination of whether they would like to have it <br />referred to them. I let him know I will follow up with Isabella Bencomo and provide <br />an update to him. <br />MURO <br />07/01/2021 Emailed Isabella Bencomo (Waterboard) requesting status update. MURO <br />07/02/2021 Received reply from Isabella Bencomo. She replied that she went over all the <br />details with her supervisors, the conclusion was to let EHD continue to oversee <br />cleanup activities. I replied to acknowledge her response. Called Sandeep Singh <br />to let him know the Waterboard reported that EHD will oversee cleanup; and that I <br />will discuss with Lead Senior if I can abate the complaint based on updated <br />amount of residuals rinsed, Ag Comissioner's report, and disposal of empty <br />bottles. <br />MURO <br />07/15/2021 Discussed with Elena Manzo. Reviewed complaint. MURO <br />07/16/2021 Emailed Sandeep Singh at: sandeepsingh2131@yahoo.com. Requested disposal MURO <br />receipt for disposal of the pesticide containers and a hazardous waste <br />determination for the standing water and soil. <br />08/25/2021 Received a call from Sandeep who wanted to know what else can he do to close <br />the complaint. I let him know that he will need to show that there is no <br />contamination left in the area where the soil residuals were dumped. (Greenview <br />Farms). <br />MURO <br />08/31/2021 Discussed Greenview Farms with Elena Manzo regarding the confirmation MURO <br />sampling. <br />09/01/2021 Called Sandeep Singh to let him know that we will need to verify that no MURO <br />contamination is present on the impacted soil. Sandeep stated that he will have <br />the soil sampled, there is no water in the drain ditch. I let him know the samples <br />will need to be analyzed for a hazardous waste determination of the soil by an <br />ELAP certified lab. EHD will need to be present at the time of sampling to witness <br />the confirmation sampling. Sandeep advised that he needs to take care of <br />something, but will schedule the sampling to take place in two weeks. He will <br />notify EHD in advance. <br />5105.rpt Page 3 of 6
