DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-OOXX 68 <br /> FORWARD, INC. <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> STANDARD PROVISIONS & REPORTING REQUIREMENTS <br /> 3. Interim cover is daily and intermediate cover [Title 27, § 20750(a)]. Interim <br /> cover over wastes discharged to a landfill shall be designed and <br /> constructed to minimize percolation of liquids through the wastes [Title 27, <br /> § 20705(b)]. <br /> 4. Intermediate cover consisting of compacted earthen material of at least <br /> twelve (12) inches shall be placed on all surfaces of the fill where no <br /> additional solid waste will be deposited within 180 days [Title 27, <br /> § 20700(a)]. <br /> 5. During wet weather conditions, the facility shall be operated and graded to <br /> minimize leachate generation. <br /> 6. The Discharger shall immediately notify the Central Valley Water Board <br /> staff of any slope failure occurring at a waste management unit. Any <br /> failure which threatens the integrity of containment features or the waste <br /> management unit shall be promptly corrected in accordance with an <br /> approved method [Title 27, § 21710(c)(2)]. <br /> 7. The Discharger shall immediately notify Central Valley Water Board staff <br /> of any flooding, unpermitted discharge of waste off-site or outside of waste <br /> management units, equipment failure, or other change in site conditions <br /> which could impair the integrity of waste or leachate containment facilities <br /> or precipitation and drainage control structures. <br /> 8. The Discharger shall limit water used for facility maintenance within landfill <br /> areas to the minimum amount necessary for dust control and construction. <br /> 9. The Discharger shall maintain in good working order any facility, control <br /> system, or monitoring device installed to achieve compliance with the <br /> waste discharge requirements. <br /> 10. The Discharger shall lock all groundwater monitoring wells with a lock on <br /> the well cap or monitoring well box. All monitoring devices shall be clearly <br /> labeled with their designation including all monitoring wells, LCRS risers, <br /> and lysimeter risers and shall be easily accessible for required monitoring <br /> by authorized personnel. Each monitoring device shall be clearly visible <br /> and be protected from damage by equipment or vehicles. <br /> 11. The Discharger shall ensure that methane and other landfill gases are <br /> adequately vented, removed from landfill units, or otherwise controlled to <br /> prevent the danger of adverse health effects, nuisance conditions, <br /> degradation, or the impairment of the beneficial uses of surface water or <br /> groundwater due to migration through the unsaturated zone. <br />
