SB 1383 Sampling Protocol—Tracy Material Recovery and Transfer Station
Pursuant to 14 CCR 17409.5.4, on a quarterly basis material will be sampled for incompatible
materials, on each day it is shipped, before being shipped off-site, within the 10-day sampling
period.A representative sample of 200 pounds will be measured and weighed in accordance with
this document. The sample will be sorted through to remove any incompatible materials. The
sample is reweighed without the incompatibles. The two weights are used to calculate the ratio
of wood in the product being shipped off-site. Multiply the ratio by the amount of wood being
shipped off site to determine the total weight shipped for recycling. All results will be recorded,
stored onsite and reported to the CalRecycle RDRS system.
Green Materials and Co-collection Green Materials/Food Materials
This sampling is only required if materials are shipped off-site to another composting facility or if
sampling conducted pursuant to 14 CCR 17867(16) determines that the organic materials sent to
disposal are not less than 10% (or less than 20% before January 1, 2024). Source separated green
materials, and co-collected green and food materials, are collected via collection trucks from the
curbside green containers and tipped in the designated franchise collection vehicles tipping
areas. Self-hauled green materials may also be received. Source-separated green materials and
co-collected green and food materials are processed before being sent to the onsite composting
facility.
The resulting
food mash may be delivered to off-site facilities for recovery or may be sent to the onsite
composting facility.
Pursuant to 14 CCR 17409.5.4, on a quarterly basis material will be sampled for incompatible
materials, on each day it is shipped, before being shipped off-site, within the 10-day sampling
period. Materials will be measured and weighed in accordance with the following: The required
200 Ib. sample will be collected and poured through a 4 millimeter screen; any residual
incompatibles remaining on the screen is weighed and the appropriate weight ratio calculations
are completed.
41 Page
