DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 50 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />c.The proposed liner system will result in water quality equal to or <br />greater than the design(s) prescribed per Title 27 section 20310 <br />et seq., and this Order.4 <br />E. Closure & Post-Closure Maintenance Specifications—Except as otherwise <br />directed below, the Discharger shall comply with all Standard Closure and Post- <br />Closure Specifications (SPRRs, section G) and closure-related Standard <br />Construction Specifications (SPRRs, section F), as well as the following with <br />respect to closure of landfills at the Facility. <br />1. The Discharger shall submit a Final or Partial Final Closure and Post <br />Closure Maintenance Plan (CPMP), in accordance with section G of the <br />SPRRs, at least two years prior to the proposed closure of any portion of <br />any landfill. <br />2. The Discharger shall close landfills with the final cover components <br />proposed in the operative Preliminary Closure and Post-Closure <br />Maintenance Plan (CPMP), as described in Finding 129 and Attachment <br />F. <br />3. The Discharger shall obtain revised WDRs prior to closure of any landfill <br />with a final cover other than the one(s) approved herein. <br />4. During or after final cover installation, the Discharger may perform minor <br />modifications to problematic areas of the final cover, provided that: (a) the <br />barrier layer of the final cover (e.g., geomembrane, GCL and/or <br />compacted clay layer) remains intact; and (b) the Central Valley Water <br />Board approves of such modifications. <br />5. If the final cover incorporates a geomembrane barrier, all edges of the <br />final cover shall be sealed by connecting to the liner. <br />6. The Discharger shall apply a volume of seed, binder and nutrients to the <br />vegetative/erosion-resistant layer sufficient to establish the vegetation <br />proposed in the final closure plan. The Discharger shall also install any <br />necessary erosion and sedimentation controls to protect vegetation while <br />it is being established. <br />7.Critical interfaces of the final cover shall be laboratory-tested to ensure <br />minimum design shear strength.
