Forward Landfill WMU FU-23 02300 14 EARTHWORK
Forward Landfill. The EARTHWORK CONTRACTOR shall determine
construction procedures to be used, subject to the approval and acceptance
testing by the QA/QC CONSULTANT.
2. The EARTHWORK CONTRACTOR shall process the Clay Liner Material
suitable for the purpose intended. After processing, the Clay Liner Material
shall be free from dry clods, roots, organic matter, frozen material, debris,
rocks or stones larger than 1 inch, and other deleterious material. Clay
Liner Material shall be thoroughly blended and compacted to provide a
homogeneous material relatively uniform in gradation and moisture content.
3. The Clay Liner Material shall be as uniform as possible, free of penetrating
cracks, and having inter-lift boundaries completely blended. The soil shall
be kneaded by multiple passes with a heavy-weight footed compactor to
produce a soil structure having low hydraulic conductivity, and not simply
achieving a relative compaction goal. The top surface shall be smooth,
graded to the grades shown on the Construction Drawings, and ready to
receive overlying components of the lining system. The prepared surface
shall be free of major irregularities, which in the opinion of the QA/QC
CONSULTANT, may damage the overlying geomembrane.
4. The EARTHWORK CONTRACTOR shall notify the OWNER at least 3
working days in advance of when the clay is completed and ready for as-
built surveys. The OWNER will survey the top of the clay liner to
determine that the required minimum thickness and grades have been
achieved. The survey shall be performed within two days of the clay liner
being completed and in accordance with Section 01410, SURVEYS. The
survey results will provide coordinates and elevations of the clay liner
surface at the established 50-foot grid and delineating prominent features.
The results of the survey shall be provided to the QA/QC CONSULTANT
for approval prior to placing overlying materials. The QA/QC
CONSULTANT shall have 2 working days to review survey results and
may independently verify survey results. The time taken by the QA/QC
CONSULTANT in checking and verifying the survey results will be
considered included in the total calendar days allotted the EARTHWORK
CONTRACTOR before liquidated damages are assessed.

B. After completion of excavation in the base, and prior to clay liner construction,
proof-roll the excavation surface with a loaded dump truck or similar heavy-
wheeled vehicle to detect soft or loose zones. Notify the QA/QC CONSULTANT
prior to commencement of proof-rolling. If soft or loose zones are found,
excavate the soft or loose material to a depth accepted by the QA/QC
CONSULTANT, then fill and compact with Clay Liner Material.

C. Clay Liner Compaction:

1. Start after the successful completion of the clay liner subgrade.
2. Soil shall be spread evenly over the prepared subgrade with a thickness as
required to achieve a 6-inch compacted lift, with a maximum 8-inch loose
lift.
