The <br />Design Report was prepared by Lewis Engineering on behalf of Forward, Inc. <br />(Discharger). The Design Report includes the liner system design, construction plans, <br />construction specifications, and a construction quality assurance (CQA) plan. The <br />facility is regulated under Water Discharge Requirements (WDRs) Order No. R5-2014- <br />0006 and Cleanup and Abatement Order (CAO) No. R5-2017-0703. <br />Waste Management Unit (WMU) FU-23 is an approximately 4.5-acre, Class II landfill <br />waste management unit located on the eastern side of the facility. WMU FU-23 <br />connects to landfill WMU FU-17 and WMU FU-19 on the west. The areas to the north <br />and east of FU-23 are currently undeveloped. The area north of FU-23 is used as a <br />stockpile and soil borrow area. <br />The base liner components of WMU FU-23 consist of the following, from top to bottom: <br />• 12-inches thick operations layer <br />• Non-woven geotextile filter layer <br />• 12-inches thick granular drainage material and LCRS <br />• Cushion geotextile <br />• Primary 60-mil textured HDPE geomembrane liner <br />• 24-inches thick compacted clay liner with minimum permeability of 1x10-7 cm/sec <br />• Subgrade <br />
