Forward, Inc. - 2 - 17 May 2023 <br />Forward Landfill <br />The side slope liner components of WMU FU-23 consist of the following, from top to <br />bottom: <br />• 12-inches thick operations layer <br />• Geocomposite drainage net <br />• Primary 60-mil textured HDPE geomembrane liner <br />• Geosynthetic clay liner (GCL) <br />• Subgrade <br />The slope stability analysis for FU-23 evaluated the eastern slope grades for a <br />maximum refuse elevation of 110 ft MSL. This is the maximum elevation that will be <br />achieved prior to the development of adjacent waste management units. <br />A Construction Quality Assurance Report (CQA report) shall be submitted upon <br />completion of WMU FU-23. The discharge of waste to the new unit shall not commence <br />until the CQA report is approved by Central Valley Water Board staff. <br />On 9 May 2023, Central Valley Water Board staff requested additional information and <br />revisions via electronic mail. On 15 May 2023, Lewis Engineering submitted “WMU FU- <br />23 Construction Drawings Revision 1” and addressed staff comments. Based on the <br />additional information received, Central Valley Water Board staff concur that WMU FU- <br />23 adheres to the WDRs and Title 27. <br />At least 48 hours prior to construction, Forward shall notify Central Valley Water Board <br />staff the construction start date via email.
