<br /> <br />Central Valley Regional Water Quality Control Board <br />6 November 2023 <br />CERTIFIED MAIL AND EMAIL <br />9589-0710-5270-0591-2565-17 <br /> <br />Benjamin Wade <br />Environmental Manager <br />Forward Landfill <br />9999 South Austin Road <br />Manteca, CA 95336 <br />CONCURRENCE WITH FINAL CONSTRUCTION QUALITY ASSURANCE REPORT <br />WMU FU-23: REVISION 1; FORWARD LANDFILL; SAN JOAQUIN COUNTY <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br />reviewed the 11 October 2023 Final Construction Quality Assurance Report WMU FU- <br />23 (CQA Report) for Forward Landfill in San Joaquin County. The CQA Report was <br />prepared by Geo-logic Associates (GLA) on behalf of Forward, Inc. (Discharger) and <br />submitted by Lewis Engineering. The CQA Report includes documented construction <br />activities such as the installation of the liner components and leachate collection and <br />removal system (LCRS). Forward Landfill (Facility) is regulated under Water Discharge <br />Requirements (WDRs) Order No. R5-2014-0006 and Cleanup and Abatement Order <br />(CAO) No. R5-2017-0703. The design report for Waste Management Unit (WMU) FU- <br />23, including liner system design, construction plans, construction specifications, and a <br />CQA plan, was approved in a letter dated 17 May 2023 from the Central Valley Water <br />Board staff (see enclosure 1). <br />Class II WMU FU-23 measures approximately 4.5-acres and is located on the eastern <br />side of the facility. WMU FU-23 connects to landfill WMU FU-17 and WMU FU-19 on the <br />west. WMU FU-23 includes a LCRS that drains towards the eastern edge of the unit to <br />two high-density polyethylene (HDPE) temporary sumps. The leachate collection <br />system is connected to the LCRS from WMU-17 and WMU-19. The base liner <br />components of WMU FU-23 consist of the following, from top to bottom: <br />• 12-inches thick protective operations layer <br />• Non-woven geotextile filter layer <br />• 12-inches thick granular drainage material and LCRS <br />• Cushion geotextile <br />• 60-mil double sided textured (DST) HDPE geomembrane liner <br />• 24-inches thick compacted clay liner <br />• Subgrade
