Info-1 <br /> INFORMATION SHEET SUMMARY <br /> STATE WATER RESOURCES CONTROL BOARD <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> The attachments to this Information Sheet will help Dischargers understand the process of <br /> obtaining coverage under these General Waste Discharge Requirements for Discharges to <br /> Land by Small Domestic Systems (General Order). The attachments describe the <br /> permitting process and the information needed by Regional Water Quality Control Board <br /> (Regional Water Board) staff to prepare a Notice of Applicability (NOA), which provides the <br /> Discharger coverage under the General Order. Although not required, organization of the <br /> technical report described in Attachment B1 in the format presented in the attachment will <br /> allow streamlined review of the facility information and may reduce the time required to <br /> prepare an NOA. Some Regional Water Boards have implemented procedures for <br /> electronic submittal of technical reports and monitoring data. The Dischargers shall <br /> comply with those submittal requirements when applicable. <br /> The Discharger is encouraged to contact the Regional Water Board staff early in the <br /> process to discuss their conceptual wastewater plan. Attachment A shows the generalized <br /> permitting process; it is recommended each of the items in the box labeled "Contact <br /> Regional Water Board to Discuss" be listed on a meeting agenda so that they are <br /> adequately discussed. <br /> The Conceptual Wastewater Plan listed on Attachment A shall be complete enough for a <br /> meaningful discussion with the Regional Water Board staff so that any significant issues <br /> can be identified early in the process. However, the details of the Conceptual Wastewater <br /> Plan are unlikely to be finalized at this stage of the process. Determinations regarding the <br /> Conceptual Wastewater Plan may require additional investigation by the Discharger before <br /> the Regional Water Board staff can provide definitive answers to questions about the <br /> Conceptual Wastewater Plan. <br /> Questions the Discharger may have regarding any of the attachments (such as the report <br /> requirements described in Attachment B1) should also be discussed at the meeting. At the <br /> conclusion of the meeting, the Discharger should understand how their system will be <br /> evaluated using the General Order Attachment 1, Nitrogen Effluent Limit Evaluation, and if <br /> any additional investigations are required to provide a complete Report of Waste <br /> Discharge. <br /> The attachments included in this Information Sheet consist of the following: <br /> Name Title <br /> Attachment A Generalized Permit Application Process Summary <br /> Attachment B1 Recommended Report of Waste Discharge Format <br /> Attachment B2 Safe Wastewater Disposal for Recreational Vehicles <br /> Attachment C Model Monitoring and Reporting Program <br /> September 23, 2014 <br />
