In the event of conflicting safety <br />requirements, the procedures or practices that provide the highest degree of workplace safety will be <br />implemented. SET will make the appropriate revisions to this SHSP if work plan specifications change, <br />or if site conditions and/or health and safety hazards encountered during the designated site <br />operations are found to differ substantially from the initial site information relied upon to prepare this <br />SHSP. <br />This SHSP is prepared for the exclusive use by SET for personnel and site operations under the <br />direction and control of SET. If expressly stated, this SHSP may also cover other specific designated <br />tasks performed by subcontractors or other third parties at the site that otherwise are not under the <br />direction and or control of SET. Under these circumstances, SET assumes no additional site safety <br />responsibility nor direction nor control for the aforementioned subcontractors or third parties except <br />for the specific and limited designated site operations and related tasks expressly covered in this SHSP. <br />Furthermore, when expressly authorized by SET in writing, this SHSP may apply to the site operations <br />performed by subcontractors retained by SET but only if this SHSP appropriately addresses their <br />activity and potential safety and health hazards, however, under those circumstances, it is the <br />responsibility of the subcontractor to determine if this SHSP appropriately addresses their activities <br />and hazards. Otherwise, all subcontractors are responsible for preparing, maintaining, and <br />implementing their individual SHSPs, health and safety programs, and for providing their own site <br />safety supervision. All site visitors (i.e. client, agency personnel) are expected to observe the safety <br />rules and regulations established by their respective organizations in addition to the requirements of <br />this SHSP. <br />3. SITE BACKGROUND <br />The site consists of approximately 7.73 acres and is located on the northern side of East Liberty Road, <br />approximately 2,000 feet east of the intersection of East Liberty Road and Mackville Road. <br />In the late 1970s a residence was constructed on the site which currently remains on the site. The <br />existing single-family residence is located on the southern portion of the site. The remainder of the site <br />is undeveloped. <br />According to a Phase I Environmental Site Assessment (ESA) conducted in 2020, debris was observed <br />at the surface at several locations to the north of the residence. The debris consisted of what appeared <br />to be construction/demolition debris, including treated and untreated wood/lumber, concrete rubble, <br />concrete and metal pipes, etc. The depth of the debris could not be established but appeared to be up to <br />8 to 10 feet thick. The quantity of debris located north of the residence is approximately 18,890 cubic <br />yards. This debris is believed to be associated with an unpermitted closed solid waste disposal facility <br />that was established in the past. <br />Based on the findings of the Phase I ESA, it was recommended that the above-described debris and any <br />associated impacted soil be characterized, removed and properly disposed of in accordance with the <br />requirements of the San Joaquin County Environmental Health Department
