Upon completion of the construction, maintenance of <br /> the cover will be the responsibility of SEI. See Section 9 of this PCLUP for maintenance <br /> requirements. <br /> 8 PROTECT PUBLIC HEALTH AND SAFETY AND PREVENT <br /> DAMAGE TO PROPERTY <br /> This section of the report lists specific requirements of 27CCR 21190 for postclosure land use <br /> changes in italics, followed by the proposed measures or explanations for the solar installation. <br /> (a) Proposed post closure land uses shall be designed and maintained to: <br /> (1) Protect public health and safety and prevent damage to structures, roads, utilities and gas <br /> monitoring and control systems. <br /> The proposed solar panel array locations are shown on Figure 4. This location is currently <br /> vegetative cover. Runoff from the cover will be directed to the drainage systems as shown on <br /> Figure 5A. <br /> The arrays are not anticipated to interfere with any of the components of the current LFG <br /> extraction system and environmental monitoring systems. There should be no interference with <br /> their continued use. <br /> (2) Prevent Public Contact with Waste, Landfill Gas (LFG), and Leachate <br /> The proposed solar arrays do not require removal of the existing cover barrier layers, including <br /> vegetative, low permeability layer, and foundation layer in the proposed locations. The arrays <br /> will have footings on top of the existing soil cover. No penetrations into the landfill cover layers <br /> will occur. <br /> The ground-mounted panels sit on metal racks anchored to concrete ballast blocks and the <br /> inverters and transformers sit on skids that are supported by concrete pads. The ballast blocks <br /> and concrete pads do not penetrate the existing cover layers. Movement of the ballast blocks or <br /> concrete pads will not damage the existing cover. Any damage to the existing cover caused by <br /> equipment will be repaired with the same cover barrier material in accordance with the Special <br /> Provisions for the Construction of the West Riverside Landfill Closure, Appendix E, page 209 <br /> of this PDF. <br /> (3) Prevent Landfill Gas Explosions <br /> None of the solar installations involve buildings or enclosures that will potentially trap landfill <br /> gas. However; electrical conduits passing through concrete slabs shall be protected by <br /> explosion proof fittings to prevent methane from passing and entering electrical panel <br /> enclosures where heat or arcing may occur. <br /> 6 <br />
