Water Quality Monitoring Report <br />First Quarter 2024 <br />www.arcadis.com <br />Forward Landfill 1Q24 Water Quality Mon Report_05012024 10 <br />2.5.1 Landfill Gas Collection and Control System Operation <br />Monitoring <br />The CAP at the Site includes an LFG collection and control system to manage LFG emissions. The collected LFG <br />is routed to the Ameresco LFGTE facility and to Forward’s two blower/flare stations. SCS Field Services (SCS), <br />located in Modesto, California, conducts perimeter monitoring, on-site structure testing, and operation and <br />maintenance of the LFG system. <br />SCS prepared the Quarterly Corrective Action Program Update – Landfill Gas and Control System (First Quarter <br />2024 CAP Update), which is provided in Attachment C to the Quarterly Corrective Action Progress Report – First <br />Quarter 2024 (First Quarter 2024 CAP Report; Appendix E). According to SCS, the instantaneous total flow rate <br />was measured at the Site and included both LFG flares and the Ameresco LFGTE facility. The instantaneous total <br />flow rate of LFG on March 9 and 15, 2024 was 1,228 standard cubic feet per minute (scfm) at the LFGTE facility, <br />2,609 scfm at Flare A-1 (New Flare), and 1,328 scfm at Flare A-2 (Old Flare). Documentation of LFG system <br />operation is included in the First Quarter 2024 CAP Update, which is provided as Attachment C to the First <br />Quarter 2024 CAP Report (Appendix E). <br />According to SCS, there were no known failures of the LFG system during first quarter 2024. The LFG system <br />operated continuously for 24 hours per day, except when the flare station experienced routine startup, shutdown, <br />or malfunction events including coordinated shutdowns for the LFG collection and control system construction of <br />perimeter header improvements. Downtime logs are provided in the SCS logs as Attachment C to the First <br />Quarter 2024 CAP Report (Appendix E). During first quarter 2024, SCS documented no significant downtime at <br />Flare A-1 and Flare A-2. <br />2.5.2 Perimeter Monitoring and On-Site Structure Testing <br />SCS conducts quarterly monitoring of on-site structures and perimeter gas probes at the Site in accordance with <br />California Code of Regulations, Title 27, Article 6. During first quarter 2024, perimeter gas monitoring probes GP- <br />10D, GP-10M, and GP-10S exhibited exceedances of methane greater than 1 percent by volume. In addition, <br />probes GP-1AD, GP-2AD, GP-4AD, GP-10D, GP-10M, GP-10S, GP-11D, GP-11M, GP-11S, GP-12D, GP-12M, <br />and GP-12S exhibited VOC concentrations greater than 10 parts per billion (ppb). <br />In accordance with the Cleanup and Abatement Order (CAO; R5-2017-0703; RWQCB 2017) and based on these <br />exceedances, samples were collected on March 20 and 22, 2024 and analyzed by USEPA Method TO-15. VOCs <br />were detected at concentrations ranging from 400 ppb in probe GP-2AD to 38,000 ppb in GP-10S. <br />2.6 Site Monitoring <br />This section summarizes the site history, describes the types and quantities of waste handled at the Site during <br />first quarter 2024, describes the standard observations conducted for the Forward and Austin Road Units, and <br />provides an update regarding site compliance.
