Water Quality Monitoring Report <br />First Quarter 2024 <br />www.arcadis.com <br />Forward Landfill 1Q24 Water Quality Mon Report_05012024 11 <br />2.6.1 Site History <br />The Forward Landfill currently consists of two units: the Forward Unit and the Austin Road Unit. The present-day <br />Forward Unit was opened in 1973 and operated by Forward; it occupies an area of approximately 157 acres. The <br />present-day Austin Road Unit was opened in 1958 and was originally operated by the City of Stockton; it occupies <br />an area of approximately 410 acres. <br />Forward purchased the Austin Road Landfill from the City of Stockton in 2000. The two operations were combined <br />into the present-day Forward Landfill, which occupies an area of approximately 567 acres. <br />The Forward Landfill has primarily operated as a Class II and Class III landfill. One relatively small part of the <br />Forward Unit, known as WMU-A, accepted industrial sludge consisting primarily of strontium and barium between <br />1979 and 1984. WMU-A was subsequently closed as a Class I hazardous waste management unit. The historical, <br />existing, and planned landfill units are listed in RWQCB Order No. R5-2014-0006 (RWQCB 2014). <br />The Forward Landfill is primarily regulated under RWQCB Order No. R5-2014-006 (RWQCB 2014) for landfill <br />operations and under RWQCB Order No. R5-2003-0080 for the land application of treated groundwater. <br />Additional assessment and remediation were subsequently required by the CAO (R5-2017-0703; RWQCB 2017). <br />2.6.2 Waste Types and Quantities <br />The types and quantities of waste handled at the Site during first quarter 2024 are presented in Table 2-4, below. <br />Documentation of waste types and quantities is provided in Appendix F.
