Water Quality Monitoring Report <br />First Quarter 2024 <br />www.arcadis.com <br />Forward Landfill 1Q24 Water Quality Mon Report_05012024 12 <br />2.6.3 Standard Observations <br />Forward personnel conduct standard observations along the perimeter of the Forward and Austin Road Units, <br />including adjacent surface waters, in accordance with the MRP (RWQCB 2014). Standard observations include <br />identifying evidence of liquids entering or leaving the landfill and signs of ponding on the landfill or erosion of the <br />landfill cover soils, as well as identifying strong landfill gas odors. Completed Forward inspection forms are <br />provided in Appendix F. <br />In addition to Forward’s inspections, the San Joaquin County Environmental Health Department (SJCEHD) <br />performed monthly inspections at the Site on January 18, February 15, and March 28, 2024. The inspections on <br />these dates included an additional asbestos inspection. During first quarter 2024, the SJCEHD issued one Notice <br />of Violation (NOV) during the February 15, 2024 site visit. The NOV was issued regarding possible hazardous <br />waste accepted by the landfill (adhesive and silicone white roofing material) from Tesla. Tesla tested a <br />representative sample of from the facility to test the toxicity of the sample; the test results indicated the sample <br />was non-hazardous. On February 5, 2024 a Letter of Potential Non-Conforming Waste Event at the Forward <br />Landfill (Forward 2024a) was provided to RWQCB which compiled information since the initial notification has <br />indicated that no hazardous waste was accepted and therefore there was not an incident of noncompliance <br />related to this event. Inspection forms completed by the SJCEHD are provided in Appendix F. <br />The Forward Landfill Operations Manager performs weekly monitoring for odors along the perimeter of the landfill <br />and on the landfill surface pursuant to the Forward Landfill Odor Control Management Plan (Forward 2009). If an <br />odor complaint is received by the public, Forward performs an immediate investigation to identify the source. <br />Mitigation measures are implemented following confirmation of an odor. <br />2.6.4 Quarterly Compliance <br />No NOVs were issued during first quarter 2024 by the RWQCB. <br />2.7 Compost Facility Monitoring <br />According to the Forward Landfill Operations Manager, the compost facility received 28,237.59 tons of green <br />waste and produced 10,094.25 tons of compost during first quarter 2024. Documentation is provided in Appendix <br />F. <br />The compost facility is inspected regularly as part of the site monitoring (Section 2.6). During first quarter 2024, <br />Forward personnel reported no unusual activity at the compost facility. The analytical results for samples collected <br />from the basin are summarized in Section 2.3.1. <br />2.8 Cannery Waste Land Application Monitoring <br />This section describes the monitoring conducted during first quarter 2024 associated with the cannery waste land <br />application and provides the associated monitoring results.
