Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />May 21, 2024 <br /> Facility Address: <br /> 2800 TURNPIKE RD, STOCKTON <br /> Facility Name: <br /> VALLEY FARMS TRANSPORT <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />CORRECTIVE ACTION: Discharge prevention briefings for oil handling personnel must be scheduled and conducted at <br />least once a year to assure adequate understanding of the SPCC Plan for that facility. Conduct all required spill <br />prevention briefings. Provide compliance verification to the EHD. <br />This is (Minor) Violation. <br />Code of Fed Regulations 112.8(b)(1) 4030035 - Facility drainage adequately restrained unless conditions met. <br />OBSERVATION: Failed to adequately use valves to restrain drainage from diked storage areas. The drainage valve for <br />the secondary containment of AST -1 (diesel) was observed in the open position at the time of inspection. <br />REGULATION GUIDANCE: (1) Restrain drainage from diked storage areas by valves to prevent a discharge into the <br />drainage system or facility effluent treatment system , except where facility systems are designed to control such <br />discharge. You may empty diked areas by pumps or ejectors ; however, you must manually activate these pumps or <br />ejectors and must inspect the condition of the accumulation before starting, to ensure no oil will be discharged. <br />CORRECTIVE ACTION: Ensure that drainage valves remain closed to prevent discharge from diked areas. Submit <br />proof of correction to the EHD. <br />This is (Class 2) Violation. <br /> 42 <br />Code of Fed Regulations 112.8(c)(2) 4030010 - Adequately sized secondary containment provided and maintained for <br />bulk storage containers. <br />OBSERVATION: The facility failed to provide and maintain secondary containment for bulk storage tank installations <br />sufficient to hold the capacity of the largest container , including adequate freeboard for precipitation. <br />-The sized secondary containment for AST -1 (diesel fuel) discussed in the SPCC Plan and the sized containment <br />calculations provided with the SPCC Plan are outdated and based on the 10,000-gallon capacity diesel tank that is no <br />longer on site. <br />-The plan does not include discussion of or calculations for the sized secondary containment of AST -1 (diesel fuel) <br />currently on site. Manager Erik Sandoval stated that the tank on site at the time of inspection has a capacity of <br />15,546 gallons. <br />REGULATION GUIDANCE: (c)(2)Construct all bulk storage tank installations (except mobile refuelers and other <br />non-transportation-related tank trucks) so that you provide a secondary means of containment for the entire capacity <br />of the largest single container and sufficient freeboard to contain precipitation . You must ensure that diked areas are <br />sufficiently impervious to contain discharged oil . Dikes, containment curbs, and pits are commonly employed for this <br />purpose. You may also use an alternative system consisting of a drainage trench enclosure that must be arranged so <br />that any discharge will terminate and be safely confined in a facility catchment basin or holding pond. <br />CORRECTIVE ACTION: Immediately provide and maintain adequate secondary containment for the following bulk <br />storage tanks: AST-1 containing diesel fuel. Submit proof of correction to the EHD. <br />This is (Class 2) Violation. <br /> 48 <br />Code of Fed Regulations 112.8(c)(3)(iv) 4010026 - Records maintained of drainage from diked areas. <br />OBSERVATION: Adequate records of drainage of uncontaminated rainwater from diked areas were not found on site. <br />-The SPCC Plan states that records of draining activities are to be recorded using the Secondary Containment <br /> 52 <br />FA0003774 PR0516358 SC001 05/21/2024 <br />EHD Rev. 12/06/2021 CP22 - AST Non-Qualified OIRPage 9 of 12 <br />1868 E.
