<br /> <br />Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division <br />Transfer Processing Report 3 County of San Joaquin <br />September 16, 2024 <br />The Materials Recovery Facility is designed to accommodate receipt of up to 1,959 tpd, which <br />exceeds the present permit limit of 1,300 tpd. <br /> <br />The facility was designed to process 1,280 vehicles per day (Draft and 1993 RSDI Section 5-6). <br /> <br />1.6.1 Scale House <br />The scale house allows the weighing of incomings vehicles, collecting appropriate fees for <br />unloading, and verification that the materials intended for unloading are acceptable. <br /> <br />1.6.2 Materials Recovery Facility <br />The Materials Recovery Facility (MRF) consists of 120,000 square foot pre-engineered metal <br />building. <br /> <br />Customer disposal areas are divided into two areas, commercial and self-haul. In the commercial <br />area, there are ten stalls for “commercial” vehicles that have a mechanical dumping mechanism. <br />In the self-haul disposal area, there are 21 stalls and 4 stalls suitable for self haul and small <br />“commercial” mechanical dumping trailers 10 feet in length or less. For the purposes of <br />operation, “self-haul” includes vehicles and trailers that must be emptied manually. <br /> <br />The MRF is provided with a single Transfer Truck Loading Chute through which refuse enters the <br />tops of the transfer vehicle trailers. <br /> <br />1.6.3 Office and Maintenance Building <br />The office and Maintenance Building provides office space, equipment maintenance facilities, <br />sanitary facilities. <br />1.6.4 Roads <br />Roads and driveways at the site are designed and constructed to withstand daily loading and <br />minimize the generation of dust. All roads are paved, with striping to direct traffic to the <br />appropriate locations under all weather conditions The surface of the paved areas are cleaned <br />as part of the station’s cleaning and housekeeping procedures. <br />
