Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division Transfer Processing Report 3 County of San Joaquin September 16, 2024 The Materials Recovery Facility is designed to accommodate receipt of up to 1,959 tpd, which exceeds the present permit limit of 1,300 tpd. The facility was designed to process 1,280 vehicles per day (Draft and 1993 RSDI Section 5-6). 1.6.1 Scale House The scale house allows the weighing of incomings vehicles, collecting appropriate fees for unloading, and verification that the materials intended for unloading are acceptable. 1.6.2 Materials Recovery Facility The Materials Recovery Facility (MRF) consists of 120,000 square foot pre-engineered metal building. Customer disposal areas are divided into two areas, commercial and self-haul. In the commercial area, there are ten stalls for “commercial” vehicles that have a mechanical dumping mechanism. In the self-haul disposal area, there are 21 stalls and 4 stalls suitable for self haul and small “commercial” mechanical dumping trailers 10 feet in length or less. For the purposes of operation, “self-haul” includes vehicles and trailers that must be emptied manually. The MRF is provided with a single Transfer Truck Loading Chute through which refuse enters the tops of the transfer vehicle trailers. 1.6.3 Office and Maintenance Building The office and Maintenance Building provides office space, equipment maintenance facilities, sanitary facilities. 1.6.4 Roads Roads and driveways at the site are designed and constructed to withstand daily loading and minimize the generation of dust. All roads are paved, with striping to direct traffic to the appropriate locations under all weather conditions The surface of the paved areas are cleaned as part of the station’s cleaning and housekeeping procedures.
