Spill Containment <br />This section describes procedures for controlling and containing hazardous substance spills <br />at the project site in compliance of 29 CFR 1926.65(b)(4)(ii)(J). The purpose of the Spill <br />Containment Program is to ensure that spill containment planning is conducted, and <br />appropriate control measures are established. To mitigate the potential for spills all <br />hazardous liquids shall have secondary containment. In the event of any spill, site workers <br />shall immediately notify the SSHO, and stop work until all potential hazards have been <br />assessed. <br />The spill containment program addresses the following site-specific information: <br />• Potential for spills and available control <br />• Initial notification and response <br />• Spill evaluation and response <br />• Post spill evaluation <br />8.1 Potential for Spills and Available Control <br />An evaluation shall be conducted to determine the potential for hazardous substance spills <br />at the site. As with any construction site with machinery and power tools, there is potential <br />for hazardous substance spill of sufficient size to require containment planning, equipment, <br />and procedures. The following spill containment program in subsections below shall be <br />implemented at the site. <br />8.1.1 Equipment Refueling <br />Refueling equipment and gas powered tools may result in spills requiring immediate <br />containment and emergency spill response. The following procedures shall be implemented <br />for refueling equipment, vehicles and/or gas powered equipment on this site. <br />• Refuel only in a predesignated outdoor area. <br />• Spill kits shall be readily available and accessible and refueling areas. <br />• Shut off vehicle engine or gas powered equipment prior to refueling and when not in use. <br />• Smoking is strictly prohibited on the site, particularly during refueling operations. <br />• Avoid overfilling fuel tanks. <br />• Consider the ability to control a spell within predesignated fueling areas prior to refueling. <br />• Flammable fuels shall be stored in approved containers with proper labeling. <br />• Flammable fuels and lubricants shall be stored with compatible materials. <br />• Equipment must be attended and continually monitored during refueling. <br />• Only DOT approved canisters and/or containers shall be used for storing and dispensing <br />fuel. <br />• All spills must be reported to the SSHO immediately following the identification of a <br />release.
