Environmental Health Department <br />AMENDED <br />11/27/2024 <br />CP22 - HW SQG Inspection Report <br />Date: <br />September 25, 2024 <br /> Facility Address: <br /> 7707 Austin RD, Stockton <br /> Facility Name: <br /> CDCR-California Health Care Facility <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />This is a repeat violation (Class 2) Violation. <br />CA Code of Regulations 66262.34(d) 3030010 - Disposed of hazardous waste within 180 days of accumulation start <br />date. <br />OBSERVATION: The following hazardous waste container was found on-site with no accumulation start date: <br /> -In the maintenance shop (NCYCC) one blue 55 gallon drum containing used oil <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.16. <br />CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in <br />compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br />disposal records to the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a repeat violation (Class 2) Violation. <br /> 21 <br />CA Code of Regulations 66262.34(f) 3030007 - Labeled all containers or portable tanks containing hazardous waste. <br />OBSERVATION: Containers were observed throughout the property including both the CDCR-California Health Care <br />Facility and CDCR-Northern California Youth Correctional Center with incomplete hazardous waste labels including : <br />Building A1A: One liquid and one gas container were missing the words “Hazardous Waste ,” hazardous property, <br />physical state, and the name and address of the generator. <br />Building C5A: One gas and one liquid container were missing the hazardous property. <br />Building C5B: One gas and one liquid container were missing the physical state, hazardous property, the words <br />“Hazardous Waste ,” and the name and address of the generator. <br />Building D4B: One gas container was missing the physical state, hazardous property, the words “Hazardous Waste ,” <br />and the name and address of the generator. <br />One liquid container was missing the words “Hazardous Waste ,” hazardous property, and the name and address of <br />the generator. <br />Building D4A: One liquid container was missing the hazardous property. <br />Plant OPS area: One black 55 gallon steel drum containing oily rags was missing the accumulation start date and <br />hazardous property. <br />One black 55 gallon steel drum containing aerosol cans was missing the hazardous property, physical state, and the <br />accumulation start date. <br />One black 55 gallon steel drum containing latex paint was missing the hazardous property and accumulation start <br />date. <br />In the maintenance shop (NCYCC) one blue 55 gallon drum containing used oil was missing a hazardous waste label. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br />“Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition (contents), <br />accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. <br />This is a repeat violation (Class 2) Violation. <br /> 23 <br />Overall Inspection Comments: <br />FA0021992 PR0538074 SC001 09/25/2024 <br />EHD Rev. 12/06/2021 CP22 - HW SQG OIRPage 6 of 7 <br />1868 E.
