A dOAQU1N Environmental Health Department <br /> CQLJIVTY AMENDED <br /> 3/4/2025 <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NASHIR MAIN ST INC. 3440 E MAIN ST, STOCKTON February 12 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if <br /> installed: 1) monitoring panels; 2)in-tank liquid level probes(if used for leak detection); 3)devices monitoring tank <br /> annular spaces or vault;4)devices monitoring product piping; 5)devices monitoring fill piping; 6)devices monitoring <br /> vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices <br /> monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary <br /> containment areas. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. <br /> This is (Minor)Violation. <br /> 24 CA Code of Regulations 2632(c), 2634(d), 2636(f)2030003-Leak detection system maintains continuous monitoring <br /> that activates an audible and visual alarm. <br /> OBSERVATION:The red alarm light on the monitoring panel (Gilbarco EMC)failed to activate a visual alarm. The red <br /> light was not functioning during the testing of sensors. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed. If the failed component can't be replaced immediately,there is a possibility <br /> that the 87, 91 diesel UST system may be red tagged to prevent fuel inputs. <br /> This is (Class 2)Violation. <br /> 30 CA Code of Regulations 2630(d),2641(a)2060015-Leak detection equipment located so leak is detected at the <br /> earliest possible opportunity(TCR 9d). <br /> OBSERVATION: The following are not located to detect a leak at the earliest opportunity: <br /> -The 87 grade 208 piping sensor was located on the opposite side of the sump from the product piping (Corrected on <br /> site) <br /> -The float and chain in UDC 3/4 under the capped piping is not present. Float and chains for capped piping still need <br /> to be functional if connected to a tank. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: <br /> -One was corrected on site. The 208 sensor was relocated to the lowest point of the sump under the product piping <br /> by the service technician. Ensure that all monitoring equipment is maintained and located to detect a leak at the <br /> earliest opportunity. <br /> -One was not corrected on site.
