This is (Class 2)Violation. 56 CA Code of Regulations 2716(a-e)2030013-DO inspections completed at least every 30 days and meet all requirements(TCR 12). 1)OBSERVATION: Designated operator reports were not signed within the required time frame. -The 12/13/2024 designated operator report was not signed by the owner/operator -The 01/10/2025 designated operator report was not signed by the owner/operator REGULATORY GUIDANCE:Within 48 hours of the completion of the designated UST operator visual inspection,the designated operator shall sign and provide the owner or operator with a copy of the inspection report. Within 72 hours of being provided a signed copy of the report,the owner or operator shall provide a description of each corrective action taken or to be taken and shall sign and date the report, acknowledging the identified compliance issues. CORRECTIVE ACTION: Ensure all designated operator inspection reports are completed and signed within the required time frame in the future. 2)OBSERVATION:The designated operator failed to check and note the correct test dates for the Overfill Prevention Equipment on the designated operator inspection reports. The date listed was 2/12/2024 but EHD has not received any test result or record of test notification for that date.The last record EHD has for Overfill Prevention Equipment is 3/12/2021. REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and document the dates they were done. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the required information on the reports. This is (Minor)Violation. 57 CA Code of Regulations 2715(c)2030012-Initial and annual training provided to employees and at least one trained employee is present. OBSERVATION:There was not a designated operator trained person on site.The designated operator employee training for Raush Yakobi was not performed. Raush Yakobi was the only employee on site.At the time of inspection, he has been employed for 1 week. REGULATION GUIDANCE:The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees.The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4.
