Groundwater Well Installation Work Plan Sharpe Army Depot
Lathrop, California
Initial phase inspections are conducted after activities begin to check and document that work is being
performed, as discussed during the preparatory phase inspection. A QC staff member is responsible for
monitoring the quality of the construction work performed. During the initial phase inspection, a
representative sample of work is observed to document that the work complies with the specified
requirements.
Follow-up phase inspections are performed daily after the initial phase until the completion of the work
to check and document that work is being performed according to plan.
Quality Assurance includes the planned and systematic actions necessary to provide a sufficient
confidence level that the structure, system, or component will perform satisfactorily in service. Quality
assurance consists of a multi-disciplinary system of management controls backed by quality verification
and overview activities that demonstrate completeness and appropriateness of achieved quality. Quality
assurance inspections are performed during well drilling by USACE personnel to ensure the work is
completed as planned. The activities described in the Work Plan will be conducted by the QAPP (Ahtna,
2022b).
5.0 Site Safety and Health
Project activities will be conducted following the QAPP(Ahtna,2022b),APP(Ahtna,2022c),SWMP(Ahtna,
2022d), and applicable SOPS (Appendix C). As part of the plan, Ahtna has prepared supplemental
documentation, including activity hazard analyses pertaining to well-installation activities. Tasks will be
conducted to protect the safety and health of employees and members of the public and comply with the
Occupational Health and Safety Administration and USACE Health and Safety Requirements, according to
the 2014 EM 385-1-1 (USACE, 2014).A separate investigation is currently underway at Sharpe to evaluate
Per-and Polyfluoroalkyl Substances in groundwater. Precautions for worker protection related to Per-and
Polyfluoroalkyl Substances are the same as for VOCs.
Ahtna Environmental,Inc. 19
