A dOAQU1N Environmental Health Department <br /> CQLJIVTY AMENDED <br /> 6/24/2025 <br /> CP22 - HW SQG Inspection Report <br /> Facility Name: Facility Address: Date: <br /> DEL TERRA FARMS LLC 33600 S KOSTER RD,TRACY May 09, 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> -One red 350 gallon tank containing used oil located was observed without the generator information <br /> -One 5 gallon bucket was observed with used oil without hazardous waste labeling <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br /> "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), <br /> accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD) <br /> within 30 days. <br /> This is (Minor)Violation. <br /> 29 CA Code of Regulations 66261.7 3030058-Empty containers>5 gallons properly managed. <br /> OBSERVATION: During the time of inspection,the following were observed: <br /> - Four rusted 55 gallon drums sitting on a palette located in the hazardous waste storage area were observed to be <br /> empty. <br /> -Two metal tanks located inside the boneyard were observed to be empty without the word "empty"and start date. <br /> -One rusted 55 gallon drum with red spray paint was observed without the word"empty"and start date. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous waste <br /> must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section and <br /> California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage within <br /> one year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a corrective action statement <br /> and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is (Minor)Violation. <br /> 38 CA Code of Regulations 66266.130 3030004- Properly manages used oil filters and fuel filters. <br /> OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br /> on-site. The following used metal oil or fuel filter containers were on-site: <br /> -One 5 gallon black bucket was located inside the shop next to the 220 gallon 15W-40 was observed with metal and <br /> paper filters without a lid or hazardous waste labels. <br /> -Two black and one red 55 gallon metal drums located in the hazardous waste storage area were observed with <br /> incomplete labeling; missing generator information and accumulation start dates. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil <br /> Filters. California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them in closed, <br /> rainproof containers. Label the container with the words"drained used oil filters"or"used gasoline filters",depending <br /> on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored on-site greater <br /> than one year. Used filters not stored, handled and disposed of according to this section are regulated as hazardous <br /> waste.
