SAN,dOAQUIN <br />C:01-11 N T <br />Environmental Health Department <br />CP22 - UST FULL Inspection Report <br />Facility Name: <br />Facility Address: Date: <br />FedEx Ground - Trac <br />5655 Hood WAY, Tracy June 30 2025 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />liquid/vapor, or water into sec contain. <br />OBSERVATION: The L28 Bio Fill Brine sensor (biodiesel) failed to activate an audible and visual alarm when tested to <br />ensure continuous monitoring of the tank system. <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to activate an audible and visual alarm or <br />stop the flow of product at the dispenser when it detects a leak. <br />CORRECTIVE ACTION: Correct immediately by having a properly licensed, trained, and certified contractor replace <br />the failed component with a functional component (LG 113-x listed, if applicable), and obtain a permit within one <br />business day from the EHD, if needed. If the failed component can't be replaced immediately, there is a possibility <br />that the bio diesel UST system may be red tagged to prevent fuel inputs. <br />This is (Class 2) Violation. <br />47 <br />CA Health and Safety Code 25290.1(c3), 25290.2(c3) 2030008 - Secondary containment installed after July 1, 2003 is <br />free of water. <br />OBSERVATION: Liquid was found in the STP sump for tanks 1 (diesel) and 2 (diesel). Liquid was found in UDC 3 Main <br />and UDC 1 Satellite. <br />REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br />system by precipitation, infiltration, or surface runoff. <br />CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous <br />waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor <br />to address the water intrusion into the diesel tanks 1 & 2, UDC 3 Main and UDC 1 satellite sump under permit and <br />inspection of the EHD, if needed. <br />This is a repeat violation (Class 2) Violation. <br />53 <br />CA Health and Safety Code 25292.2; CCR 2711(a)(11) 2010007 - Submitted/maintained current Cert of Financial <br />Responsibility/mech of financial assurance (TCR 11). <br />OBSERVATION: Current financial responsibility documents were not found on site. <br />REGULATION GUIDANCE: A copy of current financial responsibility documents are required to be maintained on site. <br />CORRECTIVE ACTION: Immediately obtain a copy of the facility's financial responsibility documents and maintain a <br />copy on site. <br />This is a repeat violation (Class 2) Violation. <br />55 <br />CA Code of Regulations 2716(f) 2010004 - Copies of DO inspections for last 12 months maintained, 36 months for <br />those after 10/1/18 (TCR 12). <br />OBSERVATION: The November 2025 designated operator inspection reports were not found on site. They did not have <br />3 years worth of DO Inspection reports on site. <br />REGULATION GUIDANCE: Designated operator inspection reports prior to October 1, 2018 shall be retained on site <br />for twelve months.
