Environmental Health Department <br />CP22 - HW SQG Inspection Report <br />Date: <br />June 16, 2025 <br /> Facility Address: <br />1124 N INTERNATIONAL PKWY, TRACY <br /> Facility Name: <br />MOUNTAIN HOUSE CHEVRON <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />This is (Class 2) Violation. <br />CA Code of Regulations 66266.130 3030004 - Properly manages used oil filters and fuel filters. <br />OBSERVATION: The facility transported a used fuel filter to Coleman Chevron at 510 New Haul Drive in San Jose for <br />disposal. The facility did not transport the filter on a Bill of Lading. In addition, Bills of Lading for the recycling of used <br />oil filters for the last two years were not found on site. <br />REGULATION GUIDANCE: Persons generating, transporting, or receiving used drained metal oil or fuel filters shall use <br />a bill of lading to record the transfer of used filters. Bills of lading must indicate generator, transporter, and receiving <br />company names, addresses, telephone numbers, the quantity and size of used filter containers transferred, and the <br />date of transfer. A copy of each bill of lading must be kept on the premises of the generator, transporter, and receiving <br />facility where the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br />CORRECTIVE ACTION: Immediately begin using a Bill of Lading for the transport of drained fuel filters. A copy of each <br />bill of lading must be kept on site for at least three years. Used, drained, metal filters not stored, handled and <br />disposed of according to this section are regulated as hazardous waste. <br />Provide a corrective action statement, bill of lading recycling records for two years and supporting documentation to <br />the San Joaquin County Environmental Health Department (EHD) within 30 days. If there are no bills of lading for this <br />facility, immediately start to leave one when the manager transports the waste. <br />This is (Class 2) Violation. <br /> 38 <br />CA Code of Regulations 66262.16(b)(7)(B) 3010022 - Posted emergency information next to the telephone. <br />OBSERVATION: Modified contingency plan information was not posted at the facility. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas <br />directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number <br />of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of <br />the fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete <br />consolidated emergency response / contingency plan on-site. Provide a statement to the San Joaquin County <br />Environmental Health Department that the correction is complete. <br />This is (Class 2) Violation. <br /> 48 <br />CA Code of Regulations 66262.16(b)(6)(A) 3030030 - Maintains and operates the facility to minimize the possibility of <br />fire/explosion/release. <br />OBSERVATION: Dark layers of staining were observed around the dispensers and in parking spaces on site. The <br />facility store manager, Sunny Bhuttay, stated that the staining was likely due to the diesel dispenser hoses leaking <br />and that they have to replace them routinely. He also stated that they can't use absorbent to cleanup spills around the <br />dispensers due to the high winds in the area and that someone comes to power wash the stains. He stated that it had <br />most recently been power washed several weeks ago.
