SAN J0AQUIN COUNTY AMENDED Environmental Health Department 8/13/2025 Aboveground Petroleum Storage Act Program Inspection Report Facility Name: Facility Address: Date: 3 b's truck & auto laza 114749 N Thornton RD Lodi lAugust 05 2025 23 Code of Fed Regulations 112.7(c) 4010020 - SPCC addresses the appropriate general containment/diversionary structures/equipment OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to discuss the appropriate equipment to prevent discharge. On 1/31/2022 a certified SP001 inspector from CGRS conducted an inspection and found that the following was missing, all of which would be utilized to prevent a discharge: - The south 20,000 gallon diesel tank does not have a proper normal vent and also has a seized E -vent. - All 6 indoor tanks are in need of normal vents, emergency vents and overfill alarms - All 4 outdoor tanks need interstice leak detectors On 1/31/2022 a certified SP001 inspector from CGRS conducted an inspection and found that the there were several issues required to be corrected for the tanks at the facility to be deemed fit for service, at the time of inspection none of these requirements were documented or mentioned in the SPCC plan, as required. REGULATION GUIDANCE: (c) Provide appropriate containment and/or diversionary structures or equipment to prevent a discharge as described in § 112.1(b), except as provided in paragraph (k) of this section for qualified oil -filled operational equipment, and except as provided in § 112.9(d)(3) for flowlines and intra -facility gathering lines at an oil production facility. CORRECTIVE ACTION: Immediately ensure that the SPCC plan addresses the general containment, diversionary structures, and equipment in use at the facility to prevent discharge, including typical failure mode and most likely quantity of potential discharge. Submit proof of correction to the EHD. This is a (Class 2) Violation. 24 Code of Fed Regulations 112.7(c) 4030037 - Appropriate (general) containment/diversionary structures/equipment have been provided OBSERVATION: The facility failed to provide an adequate general containment/ diversionary structures/ equipment for the bulk storage containers, piping and related appurtenances, and transfer areas. The following was observed without the appropriate containment: On 1/31/2022 a certified SP001 inspector from CGRS conducted an inspection and found that the there were several issues required to be corrected for the facility to be deemed fit for service, at the time of inspection none of these requirements were documented or mentioned in the SPCC plan, as required. Issues as mentioned by SP001 certified inspector from CGRS: - The south 20,000 gallon diesel tank does not have a proper normal vent and also has a seized E -vent. Additionally, fuel was found in the interstice of concrete fireguard tank. - All indoor tanks are in need of normal vents, emergency vents and overfill alarms - All outdoor tanks need interstice leak detectors REGULATION GUIDANCE: (c) Provide appropriate containment and/or diversionary structures or equipment to prevent a discharge as described in § 112.1(b), except as provided in paragraph (k) of this section for qualified oil -filled operational equipment. CORRECTIVE ACTION: Immediately provide adequate general containment measures and/or diversionary structures/equipment capable of containing oil and constructed so that any discharge will not escape the containment system before cleanup occurs for all tanks on site.
