SAN J0AQUIN <br />COUNTY <br />AMENDED Environmental Health Department <br />8/13/2025 <br />Aboveground Petroleum Storage Act Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />3 b's truck & auto laza <br />114749 N Thornton RD Lodi <br />lAugust 05 2025 <br />23 <br />Code of Fed Regulations 112.7(c) 4010020 - SPCC addresses the appropriate general containment/diversionary <br />structures/equipment <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to discuss the appropriate <br />equipment to prevent discharge. <br />On 1/31/2022 a certified SP001 inspector from CGRS conducted an inspection and found that the following was missing, <br />all of which would be utilized to prevent a discharge: <br />- The south 20,000 gallon diesel tank does not have a proper normal vent and also has a seized E -vent. <br />- All 6 indoor tanks are in need of normal vents, emergency vents and overfill alarms <br />- All 4 outdoor tanks need interstice leak detectors <br />On 1/31/2022 a certified SP001 inspector from CGRS conducted an inspection and found that the there were several <br />issues required to be corrected for the tanks at the facility to be deemed fit for service, at the time of inspection none of <br />these requirements were documented or mentioned in the SPCC plan, as required. <br />REGULATION GUIDANCE: (c) Provide appropriate containment and/or diversionary structures or equipment to prevent a <br />discharge as described in § 112.1(b), except as provided in paragraph (k) of this section for qualified oil -filled operational <br />equipment, and except as provided in § 112.9(d)(3) for flowlines and intra -facility gathering lines at an oil production <br />facility. <br />CORRECTIVE ACTION: Immediately ensure that the SPCC plan addresses the general containment, diversionary <br />structures, and equipment in use at the facility to prevent discharge, including typical failure mode and most likely <br />quantity of potential discharge. Submit proof of correction to the EHD. <br />This is a (Class 2) Violation. <br />24 <br />Code of Fed Regulations 112.7(c) 4030037 - Appropriate (general) containment/diversionary structures/equipment <br />have been provided <br />OBSERVATION: The facility failed to provide an adequate general containment/ diversionary structures/ equipment for <br />the bulk storage containers, piping and related appurtenances, and transfer areas. The following was observed without <br />the appropriate containment: <br />On 1/31/2022 a certified SP001 inspector from CGRS conducted an inspection and found that the there were several <br />issues required to be corrected for the facility to be deemed fit for service, at the time of inspection none of these <br />requirements were documented or mentioned in the SPCC plan, as required. <br />Issues as mentioned by SP001 certified inspector from CGRS: <br />- The south 20,000 gallon diesel tank does not have a proper normal vent and also has a seized E -vent. Additionally, fuel <br />was found in the interstice of concrete fireguard tank. <br />- All indoor tanks are in need of normal vents, emergency vents and overfill alarms <br />- All outdoor tanks need interstice leak detectors <br />REGULATION GUIDANCE: (c) Provide appropriate containment and/or diversionary structures or equipment to prevent a <br />discharge as described in § 112.1(b), except as provided in paragraph (k) of this section for qualified oil -filled operational <br />equipment. <br />CORRECTIVE ACTION: Immediately provide adequate general containment measures and/or diversionary <br />structures/equipment capable of containing oil and constructed so that any discharge will not escape the containment <br />system before cleanup occurs for all tanks on site.
