North County RC&SL Page 43 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />6.8.3 Dust Control <br />Dust is controlled at the landfill by watering of haul roads and tipping areas as needed. In <br />addition, paved roads are washed with a water truck weekly or as needed. Haul roads and the fill <br />area are watered if there is visible dust. Water is applied by water trucks with sprinklers on the <br />front and back. Frequency of water application is dependent upon the season and site <br />conditions. The most frequent application will occur during the summer in windy conditions. The <br />performance standard of “controlling visible dust” dictates the frequency of water application. A <br />log of water truck loads is kept with time and location of watering at the landfill. <br /> <br />Dust within the Recycling Center is controlled by the use of an overhead sprinkler system. <br /> <br />6.8.4 Vector and Bird Control <br />Waste is properly covered daily with either soil or a tarp to control vectors. In addition, site <br />personnel inspect the site for signs of vector activity. If such activity is observed, a vector <br />eradication program is implemented using a professional pest controller, if necessary. If needed, <br />bait for rats or squirrels, may be placed. A licensed pest control contractor is contracted for pest <br />control in the buildings approximately once per month. Birds, primarily seagulls are disbursed <br />from the active face by propane-fueled noise cannons. Each day from October to April a County <br />contractor disburses the birds using hawk rockets, “bird bombs”, and a radio-controlled airplane. <br /> <br />6.8.5 Drainage and Erosion Control <br />The NCRC&SL utilizes several facilities to control run-on and run-off. A perimeter berm around <br />the waste management unit prevents any run-on to the waste. This perimeter berm, along with a <br />series of ditches, also controls all surface run-off during storm events, and directs surface run-off <br />from the landfill to an interim retention basin on the east side of the site (Plate 3). <br /> <br />During the year, the County repairs and regrades (if needed) the storm water conveyance <br />structures to prevent water ponding over refuse. GPS guidance of equipment placing cover fill <br />helps insure proper slopes to minimize infiltration. <br /> <br />Erosion control on surfaces that have reached their near-final elevation will be provided by <br />establishing vegetation and constructing drainage berms or benches to direct storm water away <br />from refuse fill areas toward the existing storm water facilities.
