North County RC&SL Page 44 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br /> <br />Best management practices are implemented at the landfill (see the Stormwater Pollution <br />Prevention Plan in Appendix F). The landfill’s stormwater sampling plan conforms to their <br />NPDES permit. Each year the County submits an Annual Storm Water Protection Report to the <br />RWQCB. <br /> <br />The temporary run-on and run–off controls for the fill area and excavation areas is accomplished <br />by the design of the active tipping areas and the method of daily operation. Surface water in the <br />fill area is directed away from the refuse. A berm is placed at the down gradient edge of the daily <br />cell to collect surface water that might run off the exposed waste as a part of daily operations <br />during times of surface water runoff. <br /> <br />6.8.6 Final Surface Drainage <br />Final surface drainage provides for the delivery of rainwater to the wetlands area north of the <br />landfill, to the west and to the south onto neighbors’ properties along historic drainage paths <br />(Appendix B, Drawing 1). <br /> <br />6.8.7 Litter Control <br />Litter is controlled by the use of both temporary and permanent litter fences placed near the fill <br />area and along the perimeter of the fill as the fill progresses. Portable litter fences are placed <br />downwind of the working face to catch blown litter. In addition, the waste is covered as quickly as <br />possible to reduce windblown litter. County vehicles and heavy equipment are strategically <br />placed to block litter blowing offsite. The fencing, operational area, and the site in general, are <br />monitored daily for accumulated litter. <br /> <br />Litter from vehicles traveling to the NCRC&SL on public roads is reduced by the County policy <br />requiring that incoming refuse loads be covered by tarps or equivalent. Any vehicle arriving at the <br />scale house without cover is charged twice the normal disposal fee. <br /> <br />Litter is collected from Harney Lane and other nearby public roads regularly as needed by County <br />employees, work program participants, and sheriff inmate crews. These crews collect on-site and <br />off-site litter, as needed. <br />
