North County RC&SL Page 52 of 64 Public Works/Solid Waste Joint Technical Document County of San Joaquin – Revised July 14, 2025 7.4.6 Visual Screening and Noise Control Visual screening and noise from the Recycling Center is controlled primarily by the walls of the Recycling Center. Noise is further controlled by the use of mufflers on heavy equipment that may operate within the Recycling Center. 7.4.7 Traffic Control and Signage Traffic within the Recycling Center is controlled by posted signs, striping, and by the County Recycling Center attendant who directs customers to unloading areas. 7.4.8 Drainage Control in the Recycling Center Area The Recycling center is designed to allow accumulated water to drain to sumps in adjacent areas, from which it is pumped to the drainage ditch west of the Scale house. This water then drains through the facility storm drain system to the interim sedimentation pond. 7.4.9 Cleaning and Housekeeping Cleaning of operational facilities include: • Removing debris that falls around the bins that receive recycled materials or solid waste destined for the active face • Placing recyclable materials in the proper bins • Wrapping universal and electronic waste on their respective pallets Other cleaning and housekeeping activities include: • Clearing the tipping floor at least weekly • Cleaning the roads using a road sweeper approximately bi-weekly. 7.5 SALVAGING AND MATERIALS RECOVERY PRACTICES Scavenging (uncontrolled removal of material) is not allowed in the Recycling Center. Recycling practices, including storage and removal of salvaged materials, are as follows:
