North County RC&SL Page 53 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />7.5.1 Concrete Rubble <br />Loads containing exclusively concrete rubble are directed to a concrete rubble staging area on <br />site. The concrete staging area was located south of the LFG flare station and adjacent to the <br />organics processing area (Plate 2 and 20). Concrete staged in these areas is often broken using <br />a compactor, the steel reinforcing bar removed and recycled, and the remaining crushed concrete <br />used on site to construct equipment pads or similar beneficial uses. <br /> <br />7.5.2 Concrete and Steel in the Recycling Center <br />Concrete and steel received in the Recycling Center tipping floor are segregated from other <br />materials when received in significant quantities. Workers hand-sort these materials and place <br />them in bins adjacent to the “Z” wall north of the Recycling Center. When bins are full, they are <br />moved away from the “Z” wall, staged for removal and are replaced by empty bins. <br /> <br />Steel is removed from the site to recycling operations elsewhere. Drivers weigh their vehicles <br />when leaving the recycling center and upon return to measure the amount of material recycled. <br />This weight is included in the refuse diversion credited to the County. <br /> <br />7.5.3 Other Non-Hazardous Recycled Materials <br />Tires are manually separated from the refuse, and stockpiled in the Tire Trailer west of the tipping <br />floor (Plate 20). When this trailer is full, it is removed by registered tire hauler. <br /> <br />Yard waste, including wood, branches, tree and bush trimmings, if received in sufficient quantities <br />and concentration to allow recovery, are stored in a bin adjacent to the “Z” wall before emptying <br />at the wood/yard waste area south of the Recycling Center (Plates 2 and 22). <br /> <br />Construction and Demolition Waste (C&D), including concrete, lumber, roofing materials, and <br />other debris from construction and demolition activities, may be retained on site for use in <br />constructing roads, winter pads, or for other beneficial reuse. <br /> <br />Engine blocks are drained of oil over a lipped containment table specially designed to catch and <br />contain oil. The engine blocks are placed in the appropriate metals recycling bin and taken offsite <br />by a commercial recycler. Engine oil captured in the process is deposited in the Recycling
