North County RC&SL Page 54 of 64 Public Works/Solid Waste
Joint Technical Document County of San Joaquin – Revised July 14, 2025
Center’s spent oil tank, which is periodically emptied by a commercial recycler. Note that
customers are urged to drain all oil from engine blocks before disposal at the facility.

Appliances, including refrigeration and non-refrigeration units, washers and dryers, contain
materials that must be removed by a Certified Appliance Recycler (CAR) prior to recycling. If an
appliance arrives with a CAR certification indicating all materials requiring special handling have
been properly removed, then the appliance is placed in the “tin bin” (low-value steel and mixed
metal). If the appliance does not have documentation that these materials have been properly
removed, then the appliance is staged on site until a CAR contracted with the County can remove
those materials from the appliance, after which these appliances are also placed in the “tin bin”.

Precious metals, including copper, aluminum and chrome, are placed in a designated bin. When
the bin is full, the material is taken off-site by a commercial recycler.

Agricultural Plastics, such as plastic agricultural pesticide containers, are occasionally received at
the NCRC&SL during agricultural pesticide container collection events held periodically. Growers
may deliver triple-rinsed, punctured agricultural containers free of charge to the landfill where the
containers are compacted and removed from the site for recycling elsewhere. Compaction and
handling areas for such containers are selected to provide sufficient room for this activity.
Previously, the delivery areas were located in a flat, open area near the active landfill face.

Carpet, Cardboard, and Mattress Recycling

The recycling areas for carpet, cardboard and mattress will be at the east side of the Materials
Recycling Facility (Plate 20). Site staff monitors these loads for prohibited and hazardous waste
during unloading. Disposed carpet and mattresses will be loaded in fully enclosed and covered
trailers with locking doors. Cardboard will be disposed in a bin covered with tarps. All recyclable
materials will be hauled to appropriate recyclers once the trailers or bins are full.

7.5.4 Household Hazardous Waste
A drop-off area within the Recycling Center is designated for receipt of recyclable household
hazardous waste, including used batteries, latex paint, waste oil, antifreeze and other non-RCRA
hazardous waste. Each of these materials is staged on site separately until removal by the
registered hazardous waste hauler. These materials are not disposed at the site.
