North County RC&SL Page 55 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />Collection and handling practices for the materials below may be adjusted or discontinued as <br />needed to meet the needs of customers or regulatory compliance. <br /> <br />Latex paint is usually combined in 55-gallon drums and stored on pallets for transport by a <br />licensed hazardous waste hauler to a local paint recycler. The recycler re-processes the paint for <br />resale. <br /> <br />Anti-freeze is collected into a 55-gallon drum and removed regularly by a commercial recycler. <br /> <br />Waste motor oil is collected into a 1,000-gallon dual alarm, dual walled, tank, and removed <br />regularly by a commercial recycler. <br /> <br />Oil filters are stored in a 55-gallon drum and removed by a commercial recycler. <br /> <br />Automotive batteries are stored on pallets, and transported by a commercial recycler when a <br />sufficient amount of automotive batteries is collected. <br /> <br />7.5.5 Electronic Waste <br />Cathode ray tubes (CRTs) and Universal Waste Electronic Devices (UWEDs), are temporarily <br />staged near self-haul disposal parking spaces 1 and 2 (Plate 21). Once sufficient CRTs or <br />UWEDs is collected, these items are stacked on pallets and shrink-wrapped. The pallets are <br />stored in the recycled material area for weekly removal by a licensed hauler to a California- <br />Approved Electronics Recycler. <br /> <br />Universal wastes, including household batteries (AA, NiCad, 9V, etc.), fluorescent light bulbs and <br />tubes, and related items, are collected in the Recycling Drop-off Area in 55-gallon drums and/or <br />universal waste storage boxes, as appropriate. Materials are removed from the site regularly by <br />a licensed hazardous waste hauler to be processed for recycling. <br /> <br />7.5.6 Organic Waste ( SB1383) Tracking <br />Once per quarter, wastes from both collector waste and self-haul waste streams are evaluated <br />per SB1383 requirements. Within ten consecutive days about 200lbs/day of waste is evaluated <br />at the MRF prior to sending it to the landfill.
