The samples <br />are then separated into incompatible materials and organics and then weighed. The ratio of the <br />organics and total weight of organics recovered is calculated. All data are recorded on a <br />spreadsheet and maintained on file and sent to EHD/Cal Recycle electronically upon request. <br /> <br />7.6 APPLIANCE PROCESSING AND MATERIALS REQUIRING SPECIAL <br />HANDLING IN THE RECYCLING CENTER <br />7.6.1 General <br />The following operational guidelines, including locations, volumes of materials, equipment, etc., <br />may change based on the quantity of appliances received, the arrangement of contracted <br />recycling services received by the County, and applicable environmental regulations. <br /> <br />The Solid Waste Site Manager directs Appliance Processing activities through the Solid Waste <br />Recovery Supervisors. The Certified Appliance Recycler (CAR) reports to the Solid Waste <br />Recovery Supervisor assigned to the Recycling Center. <br /> <br />7.6.2 Certified Appliance Recycling <br />Appliances addressed in this section include, but are not limited to, refrigerators, freezers, air <br />conditioners, water coolers, washers, dryers, ovens, stoves, furnaces, space heaters, water <br />heaters, and trash compactors. <br /> <br />Materials requiring special handling include, but are not limited to, Freon, mercury probes and <br />switches, used oil, metal encased capacitors, and encased PCBs or DEHP from appliance <br />compressors and transmissions. <br /> <br />Freon Removal requires special equipment, including: <br />• Refrigerant Vacuum Pump, hose and connectors <br />• Refrigerant Manifold <br />• Piercing Valves <br />• Recovery Cylinders <br /> <br />The Department of Toxic Substances Control (DTSC) requires that removal from major <br />appliances of materials that require special handling be a Certified Appliance Recycler (CAR) <br />certified by DTSC. The County engages an outside firm with this Certification to handle these
