See Discharge Specification VI.E, SPRR. <br />5. The LCRS sump shall be designed and operated so as to prevent/minimize <br />both (1) leachate head build-up on the baseliner beyond the limits of the sump; <br />and (2) leachate storage within the sump. See also Construction <br />Specifications VIII.O and Q, SPRR. <br />6. Waste discharged within the initial two feet of the unit, or any lateral expansion <br />of the unit, as measured from the top of the operations layer over the liner <br />system, shall consist only of “packer waste”; that is, waste free of objects that <br />could pose a danger of physical damage to the liner system. <br />7. The discharge of TWW to the landfill may include, but is not limited to, waste <br />wood that has been treated with chromated copper arsenate (CCA), <br />pentachlorophenol, creosote, acid copper chromate (ACC), ammoniacal <br />copper arsenate (ACA), ammoniacal copper zinc arsenate (ACZA), or <br />chromated zinc chloride (CZC). <br />8. The discharge of TWW to the landfill shall be limited to modules equipped with <br />a Subtitle D composite liner and LCRS, or approved EADs, as prescribed in <br />Construction Specifications D.1 through D.4. (TWW may therefore be <br />discharged to modules M3, M4 and future Subtitle D-compliant modules, but <br />shall not be discharged to module M1.) <br />9. TWW must be managed to ensure consistency with CHSC Sections 25143.1.5 <br />and 25150.7. <br />10. Except as noted in B.10.b below, the Discharger shall comply with the <br />alternative management standards applicable to TWW set forth in CCR, title <br />22, chapter 34, Section 67386.11 (copy attached to Information Sheet), as <br />prescribed under these WDRs, or other State or Local permit relevant to TWW <br />operations, as follows: <br />a. Alternative Management Standards <br />(1) Discharge Specification B.8 above. <br />(2) TWW handling at the landfill shall be in accordance with the prohibitions <br />of Section 67386.3 (see Information Sheet, Attachment I). <br />(3) Ensure that any management of the TWW at the landfill prior to <br />disposal complies with CCR, title 22, chapter 34. <br />(4) Discharge Prohibition A.9. The landfill shall notify the Department of <br />Toxic Substances Control (DTSC) and Regional Water Board of the <br />following:
