WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2010-0016 -25- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />NORTH COUNTY LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br /> <br />sump pump, alarms, flow meter, and recordation device). See Provision <br />G.8.a. <br />5. Methane and other landfill gases shall be adequately vented, removed from <br />the Unit, or otherwise controlled as needed to prevent adverse health effects, <br />nuisance conditions, or the impairment of the beneficial uses of surface water <br />or groundwater due to migration through the unsaturated zone. <br />6. All wells within 500 feet of the waste management units shall have sanitary <br />seals that meet the requirements of the San Joaquin County Environmental <br />Health Department or shall be properly abandoned. A record of the sealing <br />and/or abandonment of such wells shall be sent to the Regional Water Board <br />and to the State Department of Water Resources. <br />7. The Discharger shall maintain a copy of this Order and make it available at all <br />times to facility operating personnel, who shall be familiar with its contents, and <br />to regulatory agency personnel. <br />D. CONSTRUCTION SPECIFICATIONS <br />1. Lateral expansions of the existing Unit (i.e., new modules) shall be constructed <br />in accordance with one of the following composite liner designs: <br />a. Title 27 Prescriptive Standard – Subtitle D Composite Liner and LCRS (top <br />to bottom): <br />Component Base Liner Side Slopes <br />Operations Layer Soil <br />LCRS 1’ gravel drainage blanket <br />40 mil synthetic FML or 60-mil HDPE1 Base Liner ≥ 2’ compacted clay soil (k < 1x10-7 cm/sec)2 <br />Foundation Layer ≥ 1’ compacted soil3 <br />____________________________ <br />1. In direct and uniform contact with the underlying clay soil layer. <br />2. Minimum relative compaction of 90%. <br />3. See Construction Specification D.3. <br />b. Title 27 Engineered Alternative Design (EAD) – Approved per Module 4 <br />Performance Demo (from top to bottom): <br />Component Base Liner Side Slopes <br />Operations Layer ≥ 2’ soil <br />Filter Fabric Geotextile1 Geocomposite2
