A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - HW SQG Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Altamont Corridor Express Maintenance Facility 1 1020 E Alpine AVE, Stockton May 22 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br /> "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), <br /> accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD) <br /> within 30 days. <br /> This is (Minor)Violation. <br /> 38 CA Code of Regulations 66266.130 3030004- Properly manages used oil filters and fuel filters. <br /> OBSERVATION: Superintendent Tremaine stated that the facility generates fuel filters from the on site generator and <br /> that the servicing technician may be taking them with him for disposal following annual service.The facility could not <br /> provide consolidated manifests for the used filters for the last three years. <br /> REGULATION GUIDANCE:Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health &Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately locating disposal records for the used filters and begin maintaining disposal <br /> records for three years on site. Provide a corrective action statement, disposal records and supporting documentation <br /> to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is (Class 2)Violation. <br /> 51 CA Code of Regulations 66262.34(d)(2)3030034-Tests and maintains all required safety equipment at the facility. <br /> OBSERVATION: Standing pooled liquid was observed in the secondary containment of the AST containment area. <br /> Superintendent Tremaine stated that ACE maintains the secondary containment and regularly power washes it but <br /> that it had not been done recently and would not explain the pooled liquid. <br /> REGULATION GUIDANCE:All facility spill control equipment shall be maintained as necessary to assure its proper <br /> operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the AST containment area into proper working order by removing the liquid in the <br /> secondary containment and placing in the proper waste container. Provide a corrective action statement to the San <br /> Joaquin County Environmental Health Department within 30 days. <br /> This is(Class 2)Violation. <br /> 53 CA Code of Regulations 66262.34(d)(2)3030030-Maintains and operates the facility to minimize the possibility of <br /> fire/explosion/release. <br /> OBSERVATION: Staining was observed adjacent to the tracks at the train fueling area.
