Underground Storage Tank Program Inspection Report <br />Date: <br />October 16, 2025 <br />Facility Address: <br />7700 MORELAND ST, STOCKTONGAVINKO PETROLEUM* <br />Facility Name: <br />Environmental Health DepartmentAMENDED <br />1/8/2026 <br />5 2632(d), 2641(h) 2030041 - A current facility plot plan is maintained and has been submitted <br />OBSERVATION: An accurate UST Monitoring Site Plan was not submitted. <br />- The UST Monitoring Site Plan currently indicates that all three Leak Detectors on site are a "LD 2000" this is incorrect, it <br />is a 8484 or it may be listed as 848480-001. <br />- The location of the monitoring panel is not indicated in the map <br />REGULATION GUIDANCE: A site plan must be submitted identifying the locations where monitoring will be performed. <br />The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: <br />1) monitoring panels; 2) in-tank liquid level probes (if used for leak detection); 3) devices monitoring tank annular spaces <br />or vault; 4) devices monitoring product piping; 5) devices monitoring fill piping; 6) devices monitoring vent piping; 7) <br />devices monitoring vapor recovery piping; 8) devices monitoring vent/transition sumps; 9) devices monitoring under- <br />dispenser containment; 10) line leak detectors; and 11) devices monitoring any other secondary containment areas. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/ and upload a copy of the UST Monitoring Site Plan. <br />This is a Repeat (Class 2) Violation. <br />7 2715(a)(1)(B), 2715(a)(3) 2010003 - Owner/Operator submitted DO form and/or informed the CUPA of any change(s) <br />within 30 days (TCR 10) <br />OBSERVATION: A new designated operator, Eric Meeker, began conducting inspections on 5/9/25 and notification was <br />not provided to the EHD within 30 days of the change. <br />REGULATION GUIDANCE: The owner or operator shall submit a "Designated Underground Storage Tank Operator <br />Identification Form" no later than 30 days after any change in the designated UST operator(s). <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov and upload the notification identifying all the designated operators for this facility. <br />This is a Repeat (Class 2) Violation. <br />1868 E.
