Underground Storage Tank Program Inspection Report <br />Date: <br />October 16, 2025 <br />Facility Address: <br />7700 MORELAND ST, STOCKTONGAVINKO PETROLEUM* <br />Facility Name: <br />Environmental Health DepartmentAMENDED <br />1/8/2026 <br />56 2716(a-e) 2030013 - DO inspections completed at least every 30 days and meet all requirements (TCR 12) <br />OBSERVATION: The following issues were discovered while reviewing the DO inspection reports: <br />-> The 7/9/2025 DO inspection Report did not include follow up for the following alarms from 6/13/2025, no work orders <br />were found. <br />L14: Diesel STP annular - Fuel Alarm <br />S1: 87 Line Vacuum <br />S3: 91 line - No Vacuum <br />S3: 91 line - Communication <br />S5: Diesel Vent - High Liquid Alarm <br />-> The 8/8/2025 DO inspection Report did not include follow up for the following alarm, no work orders were found. <br />7/29/2025 L2: 87 Fill - Fuel Alarm <br />-> The 10/8/2025 DO inspection Report did not include follow up for the alarm from 9/30/2025 L16: Dispenser 1/2 <br />Annular Space - Fuel Alarm, no work orders were found. <br />- Section 11 was left blank on the 5/9/25 report <br />REGULATION GUIDANCE: During the inspection, the designated operator shall review the alarm history since the <br />previous inspection, check that each alarm was documented and responded to appropriately, and attach a copy of the <br />alarm history with documentation taken in response to any alarms to the inspection report. <br />CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br />required information on the reports. <br />This is a Repeat (Class 2) Violation. <br />58 2715(c)(3), 2715(c)(4) 2010015 - Copies of Facility Employee Training Certificates maintained <br />OBSERVATION: The Facility Employee Training Certificate was not available for review at the time of inspection. <br />REGULATION GUIDANCE: All site employees must be trained prior to taking responsibility as a facility employee if after <br />October 1, 2018, or within 30 days of hire if prior to October 1, 2018. The Facility Employee Training Certificate shall <br />contain accurate information for all employees trained. <br />CORRECTIVE ACTION: Update the Facility Employee Training Certificate to contain the accurate information and <br />submit a copy of the updated form to the EHD. <br />This is a Repeat (Class 2) Violation. <br />72 2712 2030039 - Compliance with all operating permit requirements <br />OBSERVATION: The s3 & s6 sensors were replaced on 6/13/2025 and a permit was not obtained from the EHD. <br />- A sensor replacement that is like for like requires a "UST Retrofit - No Fee Permit", where certain conditions need to be <br />met. For this replacement that was done on 6/13/2025, the conditions were not met. <br />REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br />performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br />within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior <br />to beginning work. <br />CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the like for like replacement of the s 3 & s6 <br />sensors. A “Failure to Obtain a Permit” penalty applies. <br />This is a Repeat (Class 2) Violation. <br />1868 E.
