Describe how the waste storage has been changed to correct the violation. Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department within 30 days. <br /> Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health <br /> Department within 30 days. <br /> This is (Class 2)Violation. <br /> 38 CA Code of Regulations 66266.130 3030004- Properly manages used oil filters and fuel filters. <br /> OBSERVATION: <br /> A 30-gallon blue poly drum containing used metal oil filters was observed on-site without proper labeling and has been <br /> stored for over 180 days, per the manager's statement—violating storage requirements. <br /> REGULATION GUIDANCE: <br /> CCR Title 22§66266.130 and HSC§25250.22. <br /> CORRECTIVE ACTION: <br /> Immediately drain all filters of free-flowing liquid. Store in closed,weatherproof containers labeled as"drained used oil <br /> filters"or"used gasoline filters,"with the accumulation start date clearly marked. Dispose of any filters stored for over <br /> one year. Submit a corrective action statement, disposal records, and documentation to San Joaquin County EHD <br /> within 30 days. <br /> OBSERVATION: <br /> The facility generates used, drained metal oil/fuel filters but lacks a complete three-year record of bills of lading for <br /> filter recycling. No records were observed for the period from August 2022 to August 2025. <br /> REGULATION GUIDANCE: <br /> Generators,transporters, and receivers of used metal filters must document each transfer with a bill of lading that <br /> includes all parties'contact information, quantity and size of containers, and transfer dates. Records must be retained <br /> on-site for three years. <br /> CORRECTIVE ACTION: <br /> Locate and compile all missing bill of lading records. Note that improperly managed used filters may be classified as <br /> hazardous waste. Submit a corrective action statement, supporting documentation, and recovered records to the San <br /> Joaquin County EHD within 30 days. <br /> This is (Minor)Violation. <br /> 51 CA Code of Regulations 66262.34(d)(2)3030034-Tests and maintains all required safety equipment at the facility. <br /> OBSERVATION: Multiple fire extinguishers had expired tags and need to be reserviced throughout the facility.
